consultant based in the Republic of Moldova 
The Council of Europe Roma and Travellers Division is looking for a
consultant based in the Republic of Moldova, who will provide
administrative and logistical support for the running of the fourth
Joint Council of Europe/European Commission project: "Empowering the
Roma community and fighting prejudices and stereotypes in Moldova and
Ukraine (for further information about this project, please consult the
following websites: http://www.coe.int/romatravellers and
http://www.dosta.org). The consultant is supposed to start performing
some of his/her duties as from mid-May 2008.

Key Duties 
To provide administrative and logistic support to maximise the
efficiency of the JPIV in Moldova and Ukraine, as well as to ensure
coordination between local partners and to act as a liaison between
partners of the project targeted countries and Council of Europe�s local
office and headquarters.

Performs all or a combination of the following activities: 
- reviews, translates and dispatches incoming telephone calls,
correspondence, e-mails and faxes in English, Moldovan, Romani and
possibly Ukrainian; 

- provides information according to the instructions received, or refers
to the CoE Secretariat;
- re-reads and makes grammatical corrections of texts; checks
translations;
- carries out and ensures the practical organisation of the events to
take place in Ukraine and Moldova within the framework of the JPIV (by
printing and sending invitation letters, assisting in identifying the
participants, transmitting logistical information including by
requesting budget estimates, reserving meeting rooms, organising
interpretation, sending meeting documentation, etc.);

- provides travel and accommodation information, produces basic budget
forecasts of travel costs for local meetings/events; 

- seeks and collects information, documentation and data; researches
information on the internet with efficiency and accuracy; distributes
information or documentation to the persons or bodies concerned; 

- keeps documents, files, data bases, contact lists, documentation
accurate and up-to-date; 
- prepares production and distribution of working documents, secures
their translation; 
- follows up work or activities in progress, reports to supervisor(s) as
required and advises problems and delays; 
- assists trainers and/or consultants during training sessions/meetings; 
- welcomes, informs and directs external visitors. 
People currently working in NGOs will have the preference; experience of
secretarial duties and ICT skills required; very good written and oral
knowledge of English or French, knowledge of Romani and Moldovan;
knowledge of Ukrainian desirable.
