Ours is an era of mass migration, unprecedented in its worldwide scope
and intensity. Up until now governments have not expected the rapid
growth in the number of migrants and turned a blind eye to the political
and social implications of massive population movements from the south.
In the European Union and the former USSR, governments are still
unprepared to cope with what is now routinely called a ?flood� and a
?stampede� in the press and on the street v and especially in
nationalistic circles that expect to benefit politically from the
xenophobic sentiments stirred by migrants.
