relationship with Russia, the Bush administration speaks in two voices,
one reflecting the warmth of a personal relationship President George
Bush says he has established with his Russian counterpart and the other
a sharply-worded interpretation of the worrisome harshness of Kremlin
policies that Vice President Dick Cheney has emphasized...

2. CHENEY CLAIMS PROGRESS IN KAZAKHSTAN. Vice President Cheney "made
democratic reform his calling card throughout his just-completed
overseas trip - everywhere except Kazakhstan, a land judged poor in
human rights but rich in oil and gas," the Associated Press (AP)
reported on May 8...

3. PUTIN STRIKES BACK. In what is clearly a response to Bush
administration criticisms, in his annual State of the Nation address on
May 10, President Vladimir Putin used folksy language recalling Nikita
Khrushchev's by comparing the United States to a hungry wolf - "Comrade
Wolf" - that "knows whom to eat" and "eats without listening, and he is
clearly not going to listen to anyone"...

As in the Soviet era, May Day rallies in Russia are interpreted as
reflecting the mood of the country and the directions its leaders are
taking. According to an Associated Press (AP) dispatch, "official events
staged by the ruling United Russia party overshadowed traditional
protest marches by the opposition Communists that echo Soviet times."
Unfortunately, such polarization leaves unmentioned people who belong to
neither of the two forces. According to police estimates, across the
country a total of 1.5 million people, encouraged by the warm sunshine,
took to the streets to celebrate the event.
