MRG Conference: The European Union and the Roma, Budapest, 6-7 June 2006
 
Minority Rights Group International (MRG) is organizing a conference
entitled "The European Union and the Roma" which will take place in
Budapest, Hungary, 6 - 7 June 2006. 
 
The conference aims at bringing together policy-makers, civil servants,
and experts from Roma NGOs and international organisations. 
 
Firstly, it will explore the relevance of EU legislation to Roma rights
with the aim of identifying existing gaps in EU legislation and the
legal developments that are necessary to adequately and comprehensively
address the plight of Romani communities in Europe. Secondly, it will
analyze the existing Roma policy framework at the European level with
the aim of formulating recommendations for consistency and
complimentarity between different initiatives targeting the Roma
directly or indirectly. Finally, it will provide an overview and
critical analysis of the existing channels for monitoring and evaluation
of Roma policies and programmes as well as recommendations for more
participatory monitoring and evaluation mechanisms.

SCHOLARSHIPS
 
Roma Scholarship Foundation Montenegro 
 
Foundation has been established as a part of the Roma Lidership
Potential Development project conducted by OSCE office in Podgorica and
financialy supported by Royal Netherlands� Embassy.
 
Objectives:
 
The objective of the Foundation is to provide Roma with sustainable
access to necessary funds for entering/continuing formal education or
informal education when it supports integration of Roma into society.
 
Activities:
 
The Foundation provides access to financial and in-kind means (books,
libraries, and internet access) for Roma individuals who are attending
high schools and universities or other informal programs that Managing
Board of the Foundation approves.
 
It is necessary to provide additional funds for supporting Roma children
and youth in entering and remaining into the educational system and this
will be one of the main aims of the foundation.
 
Beneficiaries of our scholarships:
 
� Six students studding at the Philosophic Faculty in Niksic, department
for pre-school education
� Seven trainees for Journalists� school organized by OSCE, mission
Serbia and Montenegro, office in Podgorica
� Seventeen high school students
� Four adult education students
 
We are especially proud with our Project concerning Roma journalists and
their results. All of them have successfully finished the program and
are working in media in Podgorica, Niksic, and Bar. So, we have a list
of seven successful journalists that are working as co-authors in local
media, and we can recommend all of them for your project.

FEANTSA is recruiting two stagiaires 
 
FEANTSA is currently looking for two stagiaires to start as soon as
possible. One stagiaire will strengthen FEANTSA's work on human rights,
while the other will support the policy work of FEANTSA. The stage
should at least be 3 months and no longer than 6 months. Stagiaires will

European Commission announces new calls for tender
 
The European Commission has posted three new calls for tender in the
field of anti-discrimination. The calls are to:
 
1. Carry out a study on collecting data to measure progress in
anti-discrimination policies;
2. Organise and run training seminars for NGOs and social partners; and 
3. Conduct a study on multiple discrimination in the EU. 
 
The deadline for sending offers for the two studies is 12 June 2006.
Responses to the call for training must be submitted by 26 June.

TRAININGS
 
TRAINING OPPORTUNITIES FOR PARTICIPANTS FROM ESTONIA, LITHUANIA,
FINLAND, DENMARK, AND LATVIA
 
The next SOLID training will take place in Tallinn from 25 to 28 May
2006. There are a limited number of places still available for
participants from Estonia, Lithuania, Finland, Denmark and Latvia.
 
SOLID aims at the achievement of effective transposition and
implementation of the Race Equality and Framework Directives through
empowerment, capacity building and partnership, promoting equality for
Ethnic and Racial Minority groups across the European Union.
 
The target audience for the training will be NGO�s directly supporting
members of Ethnic and Racial Minority groups. This includes
organisations working on a number of grounds of discrimination,
organisations working on Human Rights more generally with specific
projects/focus on Ethnic and Racial Minorities, and single-identity
organisations (e.g. Roma support organisations etc).

Sofia and Bucharest nervous over EU report

All eyes in Bulgaria and Romania are set on Brussels as the European
Commission finalises a key report which could leave the two EU hopefuls
uncertain about their accession date. The commission report, due out on
Tuesday (16 May), is set to put strong conditions on the EU accession of
both Bulgaria and Romania, according to media reports.

Council of Europe campaign DOSTA: Get rid of prejudices, Give Roma a
chance!

The Council of Europe recently started the implementation of a third
joint Council of Europe/European Commission project on Roma in SEE.

The project, "Equal Rights and Treatment for Roma in SEE" will last two
years and will be implemented in Albania, Bosnia and Herzegovina, Serbia
and Montenegro, and "the former Yugoslav Republic of Macedonia".

This campaign shall not only contribute to raising awareness on Roma and
therefore to improving their participation in public and social life on
an equal basis with other citizens, but also provide good quality
material to be used in other Council of Europe member States. For more

On The Road to EU. Monitoring Equal Opportunities for Women and Men In
South Eastern Europe

Presentation of the report "On The Road to EU. Monitoring Equal
Opportunities for Women and Men In South Eastern Europe" has been held
on 3 May 2006 in European Parliament, Brussels. The event has been
chaired by Mrs. Zita Gurmai, President of the PES Women,
Vice-chairperson of the Committee on Women's Rights and Gender Equality,
and the Network Women�s Program of the Open Society Institute. 

National gender equality experts from South Eastern Europe presented the
OSI report�s key findings and recommendations to policy makers. The
summary volume, which has been presented, includes monitoring reports on
Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro
and Serbia. This event has been followed by national presentations and
debates in each one of the countries included in the report. 

The report shows that throughout South Eastern Europe gender inequality
is still a matter of wide concern and the preparation for EU accession
requires concentrated efforts on the part of both candidate and
potential candidate countries to meet EU gender equality standards.
