INCITEMENT TO HATRED IS ILLEGAL
Russia and France Take Similar Steps Against Islamic Extremism

Two nations on the European continent, Russia and France, have had a
long history in conquering lands inhabited by Muslims and attempting to
assimilate them by administrative measures. The two countries now find
themselves facing the largest minorities of Muslims in Europe, and they
are adopting aggressive policies of infiltrating Muslim communities and
prosecuting extremist elements. Both governments have been making
greater use of law enforcement personnel to keep Muslim sentiment under
their control and hope to rely on Muslim "moderates" who publicly
disavow violence and attempt to keep their communities in peace.
However, France is way ahead of Russia in the sophistication of its
domestic intelligence and its judicial system, and its current
right-of-center government is determined to set up for the European
community a French model of dealing with Muslim immigrants.
