POLITICAL ADVISOR - REPUBLIC OF MACEDONIA

The European Centre for Minority Issues (ECMI) is soliciting
applications for the position of Political Advisor - Republic of
Macedonia to conduct the pilot phase of a high-level political
cooperation project.  The position would suit an international expert
with experience in political facilitation in Macedonia.  While the
position is offered on a part-time basis for the six-month pilot phase,
it is expected to develop into a full-time position in 2004.

ECMI in Macedonia
The ECMI operation in Macedonia consists of projects aimed at improving
minority-majority relations in the country through capacity-building
measures and policy-level interventions.  The projects are administered
through a Regional Office in Skopje as well as through five smaller
offices located throughout the country.  At present, ECMI is launching a
new initiative toward implementation of the Framework Agreement.

Qualifications
The successful candidate will have:
- An advanced university degree in one of the following areas: political
science, sociology, or another relevant discipline;
- A minimum of 3-5 years of progressively responsible positions in the
areas of conflict prevention, resolution and analysis;
- Fluent English as well as skills in one or more languages spoken in
the region;
- Thorough knowledge of the socio-political climate in the Republic of
Macedonia;
- Demonstrated ability to facilitate dialogue in conditions of mutual
suspicion;
- Skills and experience in negotiation with government actors,
academics, and political figures;
- Excellent communication skills, with well developed cultural
sensitivity;
- Computer skills covering entire the Microsoft Office package; and
- Ability to manage the administrative aspects of a project.

Job Description
The Political Advisor will be actively involved in the launch of the
project and in the identification of key implementing partners from
various sectors, including government, state institutions, academics,
and NGOs.  S/he will be responsible for selection of additional project
team members, as well as for supervision and quality control in the
course of project implementation.  In addition to overseeing the
preparation of background material for the project, the Political
Advisor will generate reports and policy recommendations based on
project activities.  The Political Advisor will also provide assistance
to the Country Director in preparing briefings and presentations for the
international donor community,
