Executive Director and Deputy Director - The European Roma Information
Office (ERIO)

3 YEAR POSTINGS IN BRUSSELS

The purpose of these posts is to provide direction to the European Roma
Information Office (ERIO) as it establishes itself as a Roma mechanism
for lobbying in European Union (EU) institutions. ERIO is a new
independent non-governmental organisation aimed at promoting the full
and equal participation of Roma in Europe, especially in EU development
policy and practice.
The Executive Director will be a senior Roma professional with a
background in the management of NGOs operating at the strategic level.
He or she will have international experience. The Deputy Director will
be a Roma middle manager with substantial experience in NGO programme
implementation at the national level. These two Roma professionals will
manage an office consisting of national support staff and Roma interns
from partner NGOs.
ERIO's mission is to make a reality of accession country undertakings to
integrate their Roma populations fully and equally. ERIO's methods are
networking, information exchange, policy analysis, lobbying and
advocacy. ERIO's presence in Brussels permits permanent contact with the
institutions of the European Union. Through ERIO, Roma NGOs in the
accession countries will especially benefit from direct contact and
influence with the European institutions.

CANDIDATE PROFILES

Key tasks for the Executive Director post include:

- Supporting Roma to establish lobbying capacity in key European
Institutions ("Lobbying for Roma by Roma").
- Maintain an extensive network of contacts in the Roma movement and in
the relevant institutions of the EU.
- Regularly participate in or convene briefings and exchanges with
European Institutions and other counterpart organisations.
- Develop a medium to long term lobbying programme derived from analysis
of need and opportunity.
- Take responsibility for the preparation, monitoring, implementation
and evaluation of an annual programme of activities.

Candidates applying for the Executive Director Post should meet the
following essential requirements:

- Experience with international organisations on Roma issues.
- At least two years of experience of NGO management at director or
equivalent level.
- Knowledge and understanding of Roma issues across Europe, with special
emphasis on countries in transition.
- Analytical capacities, ability to identify key policy trends and set
priorities.
- Experience of identifying strategic opportunities for advocacy and
lobbying and pursuing them to a successful conclusion.
- Communication skills, including the capacity to interpret and
communicate complex social concepts and development issues.
- Sensitivity to the Roma constituency and diplomatic skills in engaging
the senior personnel of EU and other inter-governmental organisations
institutions present in Brussels.
- Self-motivated and willing to learn the detailed functioning of the EU
institutions.
- Capacity to mentor staff.
- Fluency in at least three European languages of which Romani and
English essential.

Key tasks for the Deputy Director Post include:

- Take responsibility for the effective organisation and management of
the ERIO office in Brussels.
- On a day to day basis manage the implementation of the activities in
the annual workplan.
- Stand in for the Executive Director in his or her absence.
- Ensure the web site, bulletin and other means of dissemination are
regularly issued and up-dated.
- Respond on a regular basis to queries from Roma NGOs regarding issues
related to the Brussels institutions.
- Take prime responsibility for supervision of Roma interns from local
NGOs
- Organise regular briefings and events as required by the advocacy and
lobbying objectives of the office.
- Arrange meetings for visiting Roma delegations and provide advice and
information to EU personnel visiting the field.

Candidates applying for the Deputy Director Post should meet the
following essential requirements:

- At least three years of experience of NGO management and programme
implementation.
- Positive approach to overcoming obstacles arising in the
implementation of programme activities.
- Broad knowledge and understanding of Roma issues across Europe, with
special emphasis on the transition countries.
- Self-motivated and willing to learn the detailed functioning of the EU
institutions.
- Proven capacity to mentor and motivate staff.
- Fluency in at least three European languages of which Romani and
English essential.
