1. INTRODUCTION

The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year, research project on citizenship, democracy
and minority rights in multiethnic states, under the direction of
Prof. Will Kymlicka. As part of this project, the Forum distributes a
quarterly newsletter updating recent developments in the field, of
which this is the twenty-fifth issue. We hope that it will be of
interest to anyone working in the field, whether in academia, public
service, or various non-governmental organizations.

2. UPCOMING CONFERENCES

A conference on "Challenging Ethno-National Citizenship:
Multiculturalism and Immigration Regimes in Germany and Israel" will
be held from July 1-3, 2002, at Schloss Elmau, near Munich. A group of
international scholars will discuss a broad series of themes
pertaining to majority-minority relations in Germany and Israel. For

The 3rd Global Conference in the "Diversity within Unity" project will
be held on August 12-16, 2002, at the Anglo-American College in
Prague, Czech Republic on the theme "Cultures of Violence". This
conference, sponsored by "interdisciplinary.net", will seek to shed
light on the prevailing extent of violence in contemporary political

A conference will take place from September 26-27, 2002, in Palma de
Malorca, Spain. "Belears 2015: Immigration Challenges for the
Twenty-First Century" will deal with the different challenges posed by
immigration in the 21st century, and explore both the cultural and

The Institute for European Studies, affiliated with McGill University
and the University of Montreal, will hold its annual colloquium from
September 27-28, 2002 on "Unity and Diversity: European and Canadian
Debates". This conference will be a venue for international experts on
European Union and Canadian politics to discuss the challenges of
managing diversity and fostering unity and citizenship. The languages
of the colloquium are English and French, and translations will be

In co-operation with the Norwegian Power and Democracy Project, the
Centre for Sami Studies at the University of Tromso will hold an
international conference on "Indigenous Politics: Aspects of Power and
Democracy" on October 3-5, 2002 at the University of Tromso. The focus
will be on the development of a Saami public and Saami political
system, as well as the broader international processes in which
indigenous peoples are given new possibilities to develop their own

Journal Special Issues

The International Development Studies Bulletin (IDS Bulletin) has
published a special issue called "Making Rights Real: Explaining
Citizenship, Participation and Accountability" (Vol. 33/2; April
2002). Papers cover such topics as citizen participation,
accountability, deliberative fora and the right to education. Various
regions are covered, including Africa, South Asia and Latin America.

New Journals

The Institute of Intergovernmental Relations and the Canadian Network
of Federalism Studies at Queen's University have established a new
graduate student journal, which has recently issued its inaugural call
for papers. "Federal Governance: a Journal of Theory and Politics" is
a web-based journal publishing recent work by graduate students and
post-graduates on federalism, multi-level governance and the numerous
topics associated with these themes. To view the recent call for

The Journal of Human Rights is a new interdisciplinary arena for
public debates about human rights. The journal "provides the
opportunity for the critical analysis of the human rights community
and of the different visions of human rights and different strategies
within that community." The first issue of JHR was published in March

In Fall 2002 a new journal called "In Focus: the Online Journal of
Comparative, International and Intercultural Education" will publish
its first issue. The journal's objective is to provide a venue for
graduate students working on issues of intercultural and comparative

Other Publications

The Mercator Working Paper Series now contains 8 new essays concerned
with "linguistic rights and legislation". Mercator's mission is to
make available research and new data on Europe's minority languages
and language communities. In these working papers, authors examine
language rights in a number of European jurisdictions. To view these

4. CALL FOR PAPERS

The Association for the Study of Ethnicity and Nationalism and the
journal "Nations and Nationalism" have established a Prize to
encourage currently enrolled doctoral students to publish research in
the fields of nationalism and identity. The prize will be awarded for
the best article submitted to Nations and Nationalism, and it will
include a sum of �250. The deadline for submissions is September 30,

Ayaangwaamizin: The International Journal of Indigenous Philosophy has
announced a thematic issue called "Justice from an Indigenous

5. INTERNET RESOURCES

The electronic Minority Rights Information System (MIRIS) is now
available on the internet. MIRIS aims to promote the development of
minority rights standards by providing researchers, public officials,
NGOs and minority representatives with access to legal documents and
information on minority rights regimes around the world. The site is
administered by the Legal Database on Minorities at the European
Academy of Bozen/Bolzano. To access the MIRIS site, go to:

The Global Review of Ethnopolitics is looking for website reviewers to
help collect research tools on ethnopolitics for their new database of
internet resources. Anyone able to help with reviews or assist in

The Migration Policy Institute (MPI) has launched a useful internet
resource for researchers working on migration and refugee issues. The
tool is called the "Migration Information Source", or "The Source". In
this project the MPI hopes to provide a timely and wide-ranging source
for current migration and immigration data. The site is intended to be
useful for policy makers, journalists, and researchers. The site is

6. RELATED RESEARCH PROGRAMS

A new MSc program on "Comparative Studies of Migration, Ethnic
Relations and Multiculturalism", which is one of the international
Master's courses offered by Utrecht University, will begin in
September 2002. This masters program offers a unique opportunity to
investigate these issues under the supervision of leading experts from

The European Academy in Bolzono (Italy), in cooperation with a network
