Dear Friends,

The 2002 Course on Non-discrimination and Minority Rights will be held

systematic picture of the norms on non-discrimination and minority
rights within the United Nations, the Council of Europe, the European
Union and the OSCE contexts. Attention will also be given to general
issues such as various forms of discrimination, the nature of minority
rights, multiculturalism, affirmative action and legal strategies
against racism.

The deadline for applications is 13 September.

The number of participants is limited to 25. The course fee is EUR
169. Further details of the course, including an application form,
can be obtained from the Institute's website at
http://www.abo.fi/instut/imr/courses.htm. You can also contact the
Institute for Human Rights ([email protected]) directly.

Thanks to funding from the European Commission, the Finnish Ministry
for Foreign Affairs and the Finnish Ministry of Education, we shall be
able finance the participation of a limited number of participants

Latin America, and from Western Russia.

I would be grateful if you could forward the course information to
persons who you think might be interested in submitting an
