State Department's Annual Report Paints Grim Picture

Presenting on March 11 the "Country Reports on Human Rights Practices"
for 2009, Secretary of State Hillary Clinton called the annual study,
offered for the past 34 years, "the most comprehensive record available
of the condition of human rights around the world." She pointed out that
while human rights may be timeless, "our efforts to protect them must be
grounded in the here and now. We find ourselves in a moment when an
increasing number of governments are imposing new and crippling
restrictions on the nongovernmental organizations [NGOs] working to
protect rights and enhance accountability."

arrest, followed by the arrest of the whistleblower's public defender.
Then a day after the defender's release from police custody, he was
