OBAMA'S SUMMIT TEST IN MOSCOW
Human Rights to Figure on the Agenda

Unlike his immediate predecessor, President Barack Obama enjoys being
tested. Perhaps that is so because he does well at tests. But in Moscow
he will be up against leaders envious of his education, his worldwide
popularity, and his skills at coping with crises. Unlike some of his
predecessors, the new American head of state does not look for-nor does
he need-a personal or political breakthrough in Russia. The two top men
in the Kremlin need him more than he needs them.

Nevertheless, Obama has to prove himself a champion of human rights, a
cause he has a reputation for being committed to.

In the former Soviet domain, denial is still the first reaction to
unforeseen blows to the status quo such as terror attacks, as evidenced
by the first item below that cites a Ukrainian official on the subject
of fascist gangs in Crimea. When terror attacks intensify and denials
are ridiculed, the next stage calls for putting the toughest man in
charge of counter-terrorism. The third stage begins when the terrorists
target top officials, which is what happened last week in Ingushetia and
again this week. The response features a dramatic, unannounced visit by
the president or the prime minister, followed by massive federal
intervention that is in the offing now for at least some of the seven
republics of the Russian Caucasus.
