Policies and practices for teaching sociocultural diversity - A survey
report
Although teaching and management of diversity are taken into account in
almost all the countries participating in the survey, the "enhanced
value" of diversity, which implies the creation of conditions for
inclusive participation favorable to equal opportunities for all, is not
unanimously approved. This report underlines that teacher education
institutions play an important role, in collaboration with policy
makers, in drafting study programmes, but also in defining national
policies concer�ning teacher education. Such is not always the case for
the relevant qualification requirements for teachers, the evaluation of
associated skills or the recognition of experience gained in the field
of sociocultural diversity. This report is the result of a survey on the
initial training of teachers in sociocultu�ral diversity in Europe,
carried out in 16 countries within the framework of the project
"Policies and practices for teaching sociocultural diversity" launched
by the Steering Committee for Education of the Council of Europe in
2006. An analysis of replies from practitioners completes the results of
the survey. The recommendations contained in this report will serve as a
basis for carrying out the second phase of the project on the definition
of a framework of teachers com�petences relating to the enhanced value
of diversity.

Additional Protocol to the Convention on Human Rights and Biomedicine,
concerning Genetic Testing for Health Purposes - Council of Europe
Treaty Series No. 203 (11/02/2009)
Biological and medical research has led to remarkable progress in the
field of human health. The rapid developments in this sphere have
prompted the Council of Europe to consider the ethical and legal aspects
of applications of genetics, particularly genetic testing, and to draw
up legal rules to protect fundamental human rights with regard to these
applications. The new Protocol sets down principles relating inter alia
to the quality of genetic services, prior information and consent and
genetic counselling. It lays down general rules on the conduct of
genetic tests, and, for the first time at international level, deals
with the directly accessible genetic tests for which a commercial offer
could develop in future. It specifies the conditions in which tests may
be carried out on persons not able to consent. Also covered are the
protection of private life and the right to information collected
through genetic testing. Finally, the Protocol touches on genetic
screening.

European Convention on the Adoption of Children (Revised), Council of
Europe Treaty Series No. 202 (10/02/2009)
The aim of the Convention is to take account of social and legal
developments while keeping to the European Convention on Human Rights
and bearing in mind that the child�s best interests must always take
precedence over any other considerations. New provisions introduced by
the Convention: � The father�s consent is required in all cases, even
when the child was born out of wedlock. � The child�s consent is
necessary if the child has sufficient understanding to give it. � It
extends to heterosexual unmarried couples who have entered into a
registered partnership in States which recognise that institution. It
also leaves States free to extend adoptions to homosexual couples and
same sex-couples living together in a stable relationship. � The new
convention strikes a better balance between adopted children�s right to
know their identity and the right of the biological parents to remain
anonymous. � The minimum age of the adopter must be between 18 and 30,
and the age difference between adopter and child should preferably be at
least 16 years.

Legal status of non-governmental organisations in Europe -
Recommendation Rec(2007)14 and explanatory memorandum (12/01/2009)
This recommendation covers the creation, functioning and activities of
non�governmental organisations (NCOs). It underlines their role in every
democratic society and aims at strengthening the legal framework for
civil society in Europe. The recommendation's basic principles,
applicable to NGOs, mirror and build upon the interpretation of the
guarantees of human rights and fundamental freedoms set out in the case
law of the European Court of Human Rights. This text, which represents
considerable progress in the promotion of the activ�ities of NGOs,
places an emphasis on their legal and fiscal framework. It deals in
particular with NGOs' objectives and activities, their legal
personality, their obligations and responsibilities as well as cases of
public support. Aimed at lawmakers, national authorities and the NGOs
themselves, the goal of the recommendation is to be incorporated into
member states' legislation and practices.

Teaching democracy � A collection of models for democratic citizenship

This teachers' manual contains a collection of exercises and models for
Education for Democratic Citizenship (EDC) and Human Rights Education
(HRE) in schools as well as in non-formal settings of education. These
teaching models provide the framework to encourage students to become
active by offering examples and inroads to understanding general
principles of democracy and human rights. Many exercises are adaptable
for different age groups, as the level of reflection may vary. The wide
variety of approaches reflects the fact that authors from all parts of
Europe have contributed to this book. They have drawn on different
sources and traditions of teaching and learning, and have selected
models that they know through practical experience and testing in class.
However, there is a shared understanding of EDC/IIRE that runs through
every part of this book: in EDC/HRE, the method carries the message.
This manual offers the users the chance to select and to try out
different traditions and approaches to Education for Democratic

International justice for children (19/01/2009)
Children's rights have gained greater global visibility through the
almost universal ratification of the United Nations Convention on the
Rights of the Child. Treaty bodies for other international and regional
instruments, which cover the rights of "everyone", including children,
are giving increasing attention to children's rights. In the same vein,
human rights mechan�isms, including regional ones such as the European
Court of Human Rights, the European Committee of Social Rights and the
Inter-American Commission and Court, have become more sensitive to
children's rights. With this increasing visibility comes the recognition
that children in every country of the world suffer widespread and often
severe breaches of the full range of their rights - civil, political,
economic, social and cultural. In many cases, children do not have
adequate or realistic remedies for breaches of their rights at national
level. Seeking remedy through inter�national and regional human rights
mechanisms, though on the increase, is not well-developed. International
justice for children discusses the principles of child-friendly justice
at international level and examines monitoring mechanisms and current
systems of admissibility, determining how easy or difficult it is for
children to gain access to them. This publication also identifies the
obstacles to be overcome and proposes concrete ways to remove them
through specific recommendations to governments, international
organisations and monitoring bodies. This work is a solid contribution
to making international justice acces�sible, friendly and meaningful to
children, thus ensuring that children's rights safeguarded by
conventions are concrete and not just theoretical.

Youth policy in Hungary (01/12/2008)
This international review of Hungarian national youth policy is the
fifteenth in the series started in 1997 by the Directorate of Youth and
Sport of the Council of Europe. Like preceding reviews, it aims to
fulfil three distinct objectives: - to advise on national youth policy;
- to identify components which might combine to form a harmonised
approach to youth policy across Europe; and - to contribute to a
learning process in relation to the development and implementation of
youth policy. Hungary, at its own request, embarked on an international
review to benefit from ten years of reviewing experience and to
contribute to the European exchange of information on youth policies.
This report includes information gathered by the international review
team as well as its analyses and recommendations concerning the
development, perspectives and challenges for the future of youth policy
in Hungary.

Break the silence on domestic violence (01/12/2008)

acts of physical, sexual or psychological violence, even in their own
homes. �It starts with screams and must never end in silence�.
Preventing domestic violence against women concerns us all, men and
women alike, and we all have a duty to break the silence. In an
exhibition staged in connection with the Council of Europe�s campaign to
�Stop domestic violence against women� (2006-2008), the photographer,
Sandro Weltin, presents us with different faces and perspectives � those
of parliamentarians, local and regional representatives, representatives
of non-governmental organisations and field workers who play an active
part in measures to combat domestic violence, but above all those of the
victims themselves, who will always be the focal point of this people�s
cause.
