The United Nations Forum on Minority Issues

Thematic focus of 1st session: Minorities and access to education
The new United Nations Forum on Minority Issues is established in
resolution A/HRC/RES/6/15 of the UN Human Rights Council to provide a
platform for promoting dialogue and cooperation on issues pertaining to
persons belonging to national or ethnic, religious and linguistic
minorities, which will provide thematic contributions and expertise to
the work of the UN independent expert on minority issues, Ms Gay
McDougall. This important new Forum, dedicated to minority issues, will
identify and analyse best practices, challenges, opportunities and
initiatives for the further implementation of the Declaration on the
Rights of Persons Belonging to National or Ethnic, Religious and
Linguistic Minorities. A report on the work of the Forum and its
recommendations will be made to the Human Rights Council at its March
2009 session.
The inaugural session of the Forum on Minority Issues will have as its
thematic focus the issue of minorities and access to education. In view
of this thematic focus, the independent expert on minority issues
invites all interested stakeholders to compile and submit to her
information relevant to this thematic subject in advance of the Forum.
Guidelines on the submission of information will be made available.
As stated in resolution A/HRC/RES/6/15, the Forum is open to the
participation of States, United Nations mechanisms, bodies and
specialized agencies, funds and programmes, intergovernmental
organizations, regional organizations and mechanisms in the field of
human rights, national human rights institutions and other relevant
national bodies, academics and experts on minority issues and
non-governmental organizations in consultative status with the Economic
and Social Council. The Forum is also open to other non-governmental
organizations whose aims and purposes are in conformity with the spirit,
purposes and principles of the Charter of the United Nations.
