Committed to Making a Difference: Racism, antisemitism, xenophobia and
intolerance and their impact on young people in Europe (Symposium
report) (2008)

>From 26th to 30th October 2005, the European Youth Centres in Budapest
and Strasbourg organised a symposium in Strasbourg under the headline
"all different - all equal". The symposium celebrated the 10th
anniversary of the European Youth Campaign against racism, antisemitism,
xenophobia and intolerance by marking its continuation and restart. The
links with the 1995 Campaign are solid and concrete and they go far
beyond just sharing the same slogan, all different -all equal. Social,
political and technological change has opened the way for improvement in
some areas, but also for an aggravated situation in many others. Today
there are forms and manifestations of discrimination that did not exist
a decade ago. In parallel to this, on the positive, there are also new
means available for the fight against discrimination and intolerance.
The new campaign is therefore characterised by both continuity and
change.

Gods in the city - Intercultural and inter-religious dialogue at local
level (13/03/2008)

Clearly, "God is changing in Europe": religious faiths and beliefs are
increasingly making their presence felt in the public arena, at all
levels. Because religions are more and more often behind the forging and
assertion of multiple identities, the authorities have a duty to take
the utmost account of them when establishing democratic rules and
arrangements for "living together". Local authorities are ideally placed
to lead this work, which requires creativity, imagination, a willingness
to engage in dialogue and the opening of meeting places. Such an
approach needs to go hand-in-hand with an analysis of this new state of
affairs. It also calls for the sharing of experience. It is for this
reason that the Congress of Local and Regional Authorities of the
Council of Europe has chosen this avenue and launched a debate, in which
local political figures and university researchers have been closely
involved. The fact that it is sizing up the issues thrown up by
intercultural and interfaith dialogue and opting for an approach based
on mutual knowledge means that it has chosen from the outset to break
new ground. This is the key objective of this European contribution to
democratic debate and to action by the authorities in the context of
religious pluralism.

The politics of diversity in Europe (29/02/2008)

Diversity has become a key term in contemporary social politics, and
is often used as both a description of complex social realities and a
normative prescription for how those realities should be valued,
influenced by the politics of multiculturalism and by social movements
asserting "the right to be different" diversity has emerged as an open,
fluid discourse that challenges reductive visions of legitimate
identities and human possibilities. It is this apparent acceptance of
diversity as a fact and value that this book sets out to examine, in a
range of ways, it offers a countervailing assessment of 'diversity;
seeing it less as a unifying social imaginary and more as a cost-free
form of politics attuned to the needs of late capitalist, consumer
societies. The introduction distinguishes between 'diversity polities'
emerging from a range of critiques of social power and the politics
of diversity, a depoliticised celebration of difference that replicates
the problems of multiculturalism without the benefits of the overt
ideological engagement that multiculturalism has provoked. The essays
collected here are developed from a research seminar entitled
"Diversity, Human Rights and Participation" organised by the Partnership
on Youth between the Council of Europe and the European Commission. The
studies gathered here are embedded in 10 different national contexts.
They track dimensions of 'diversity' in education, social services,
jurisprudence, parliamentary proceedings and employment initiatives, and
assess their significances for the social actors who must negotiate
these frameworks in their daily experience.

Eliminating corporal punishment: a human rights imperative for Europe's
children (2nd edition) (21/01/2008)

Eliminating corporal punishment - A human rights imperative for Europe's
children sheds light on the controversial issue of corporal punishment
of children. It approaches this topic from four different angles: the
legal and human rights obligation, as defined by regional and
international conventions and agreements, to ban corporal punishment of
children; the status of corporal punishment in European countries today;
recent research results on its effects and prevalence, including how
children see it; and the abolition of corporal punishment as a process,
entailing changes in law, policies and public opinion. Physical
punishment is an accepted form of child discipline in far too many
countries, and challenging this widespread form of violence against
children may be unpopular with both politicians and parents. Yet hitting
children, even mildly, is a violation of children's basic human rights -
the right not to be subjected to degrading treatment or punishment and
the right to equal protection under the law. This work is for child and
family professionals, government decision makers and a public motivated
to learn more about this topic. For those already convinced, this book
will add fuel to their convictions and provide substantiated arguments
for abolition; for others, it is to be hoped that it will enable them to
understand better the inherent legal and moral contradiction of
disciplining children with violence.

Abolishing corporal punishment of children: Questions and answers
(21/01/2008)

Why should it be made illegal to hit children for disciplinary reasons?
What right does the way children are raised? How can public attitudes be
shifted towards positive and non-violent parenting? These and many other
issues are discussed in this booklet, intended for parents, policy
makers, lawyers, children's advocates and other people working with
children, all of whom have a vested interest in their well-being.
Divided into four main parts, this booklet defines corporal punishment
of children; gives reasons, based on international law, why corporal
punishment should be abolished; discusses how abolition can be achieved;
and debunks myths and public fears hovering around the issue. Punishing
children physically is an act of violence and a violation of children's
human rights. Every nation in Europe has a legal obligation to join the
17 European nations that have already enacted a total ban on corporal
punishment of children.
