As we go to press, the Russian press logged 23 probable hate crime
murders in 2008, most of them in Moscow. "Soaring ethnic-related crime
rates are a terrifying reality these days," the official Itar-Tass news
agency reported on February 19.

IS KOSOVO A MODEL?

Historians will find the declaration of independence by the 90% ethnic
Albanian majority in Kosovo inevitable, given the brutality of Serbian
ethnic cleansing stopped by NATO forces in 1999 and the paroxysms of
hatred engendered in the former Serbian province. But the broad
international recognition and promises of support led by the United
States, Britain, and Germany are certain to encourage a number of
similar ethnic enclaves to
pursue independence.

The world community is now sharply divided over the wisdom of Kosovo
joining it as the 193rd member state. Despite Western insistence that
independence for Kosovo is a unique case and should not set a precedent,
Russia has sharply warned the United States that the move to acknowledge
Kosovo's sovereignty is "undermining international law" and will lead to
a "chain reaction" of similar announcements by secessionist-minded
regions. Though the United States and leading European countries have
made it clear that Kosovo's government must respect the rights of
120,000 Serbs remaining in Kosovo, Serbian leaders including Prime
Minister Vojislav Kostunica declared that as long as Serbian nation
exists, it will not recognize Kosovo as a separate state.

Is statehood by small ethnic communities a human right? Will the Kosovo
model spread around the world? Is what used to be condemned as
"Balkanization" an unmitigated disaster?
