Announcement and call for applications for training on Social Charter
Collective Complaints procedure, Strasbourg, 19-20 February 2009 

Please find attached the announcement and call for applications for the
2nd training session on the Revised Social Charter Collective Complaints
procedure that will be held in Strasbourg on 19-20 February 2009 and
organised by the Council of Europe Roma and Travellers Division and
Department of the European Social Charter.

The training aims primarily at providing NGO participants/lawyers with
practical information on how to lodge a complaint before the European
Committee of Social Rights (ECSR) to defend Roma and Traveller
communities� social rights.

The Council of Europe (Roma and Travellers Division and Department of
the European Social Charter) is organising its 2nd study session for
persons involved in providing legal assistance to Roma and Traveller
communities under the collective complaints procedure of the Revised
Social Charter. This session shall be held in Strasbourg on 19 and 20
February 2009.

The training aims primarily at providing participants with practical
information on how to lodge a complaint before the European Committee of
Social Rights (ECSR) to defend Roma and Traveller communities' social
rights. Information about the Social Charter is available at

The session involves: 
� lectures on relevant articles of the European Social Charter and its
monitoring procedure;
� practical information on how to lodge a complaint before the European
Committee of Social Rights;
� a moot trial exercise;
� information on access to relevant Council of Europe documentation and
database.

The study sessions are animated by members of the European Committee of
Social Rights, members of the Council of Europe Secretariat and
experienced international experts (European Roma Rights Centre,
Interights). Representatives of the European Roma and Travellers Forum
will also attend the training since it is also one of the organisations
entitled to lodge complaints with the European Committee of Social
Charter.

Participants should be Roma/non Roma NGOs and practising lawyers
involved in defending Roma and Travellers' social rights cases in the
following countries: 
Belgium, Bulgaria, Cyprus, Croatia, Finland, France, Greece, Ireland,
Italy, Netherlands, Norway, Portugal, Slovenia, and Sweden. 

The working languages will be English and French and the Council of
Europe will cover all participants' costs, thanks to the financial
support of the Finnish Government.

Applications should reach the Council of Europe Secretariat before 10
January 2009 together with a CV in English.
