MINELRES: Ukraine: FCNM Advisory Committee meets NGOs

The Advisory Committee of the Framework Convention for the Protection of
National Minorities (FCNM) carried out its second visit to Ukraine (6-11
April 2008) to monitor the FCNM implementation and the measures taken
following the recommendations of the ACFC by the Ukrainian authorities.
Following this visit, the Advisory Committee will adopt an Opinion which
will be submitted to the Ukrainian authorities for their comments.
Subsequently, based on the Advisory Committee's findings and government
comments, the Council of Europe's Committee of Ministers will adopt a
Resolution on Ukraine. 

In order to ensure that Advisory Committee's delegation is provided with
a balanced range of views, the representatives of human rights and
minority non-governmental organisations as well as independent experts
working on minority-related issues were invited to attend the meeting on
6 April in Kiev: Harkiv Human Rights Group, Odessa Human Rights Group
�Veritas�, Luhansk Region Committee of Voters Section, Ukrainian
Helsinki Union on Human Rights , VAAD (Association of Jewish Communities
of Ukraine), Ukrainian Center for Holocaust Studies, Institute of
Strategic Researches, International charitable organization �Roma women
fund �Chiricli�, President of Human Rights Organization �Common Goal�,
representative �Aragats� Armenian minority�s and �Rus� newspaper.

During the meeting the delegation discussed the matters relating to the
situation of all national minorities in Ukraine. The situation of Roma
in Ukraine was discussed on the following issues:

- anti-discrimination legislation and measures adopted in order to
promote equal opportunity of Roma in various areas of their life; 

- participation of Roma in the decision-making process (consultation and
participation in elected bodies);

- participation of Roma in socio-economic life (unemployment, access to
health care and social service, housing situation);

- situation of Roma in education (drop-outs, any policy measures to
improve their attendance in schools, education of the Roma language in
schools etc.)

- situation as regards tolerance towards Roma

- treatment of Roma by law-enforcement officials

- support to/funding for activities in order to develop and preserve the
essential elements of their identity.
