1. INTRODUCTION
The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year, research project on citizenship, democracy and
minority rights in multiethnic states, under the direction of Prof. Will
Kymlicka. As part of this project, the Forum distributes a quarterly
newsletter updating recent developments in the field, of which this is
the forty-sixth issue. We hope that it will be of interest to anyone
working in the field, whether in academia, public service, or
non-governmental organizations.

2. RECENT AND UPCOMING CONFERENCES

The 11th Conference of the Foundation for Endangered Languages will take
place October 26-28, 2007, at the University of Malaya in Kuala Lumpur.
The event will address the relationship between linguistic research and
language maintenance and revitalization. For a conference program and

The Social Capital Foundation (TSCF)'s annual conference will focus on
"Ethnic Diversity and Social Capital". It will take place in Hawaii from
November 15-19, 2007, and discuss conceptual and empirical links between
social capital, social inclusion, ethnic diversity, migration and

The 3rd Global Conference on Pluralism, Inclusion and Citizenship will
be held from November 16-18, 2007 in Salzburg, Austria. The aim is to
explore developments and changes in the idea of pluralism and their
implications for processes of inclusion and citizenship. Papers,
workshops and presentations will be organized around themes such as:
challenging old concepts of citizen and alien; nations, fluid boundaries
and citizenship; institutions, organizations and social movements; media
and artistic representations; transnational political interlacing of
contemporary life; new concepts, and new forms of inclusion. For more

A conference on "Multiculturalism and the `War on Terror'" is being
organized by the Research Centre on Immigration, Ethnicity and
Citizenship (CRIEC) at the University of Quebec in Montreal. Ghassan
Hage, director of the School of Philosophical and Historical Inquiry,

The Academy for Irish Cultural Heritages (AICH), University of Ulster,
Magee, Derry/Londonderry Northern Ireland, and the Cultural Heritage

2007, on linkages between conserving cultural heritage, maintaining

The 13th Annual World Convention of the Association for the Study of
Nationalities (ASN) will be on the theme "Nation, Identity, Conflict,
and the State", and will be held at Columbia University on 10-12 April

An interdisciplinary conference on the theme "Human Rights and the New
Global Order" will be held from May 8-10, 2008 at the Kennedy School of
Government, Harvard University. The event is part of a series entitled:
"Priority in Practice", which seeks to bring philosophers, social
scientists and practitioners together to consider theoretical and policy
issues, focusing on the value of equality. Confirmed speakers include
Martha Finnemore, Jane Stromseth, Jeremy Rabkin, Charles Beitz, Joshua

The British Association for Slavonic and East European Studies (BASEES)
will host an event on "Integration in Eastern European Societies:
Minorities between Nation-States and Europe" at Fitzwilliam College,
Cambridge University UK, from May 29-31, 2008. Recent studies of ethnic
minorities in Eastern Europe have emphasized nationalizing policies,
external homelands, and effects of EU-enlargement on relations between
majorities and minorities. This event will address efforts toward the

A recent issue of the journal Canadian Ethnic Studies contains a
symposium on Canadian official multiculturalism (Vol. 38, No. 3, 2006).
Articles primarily explore regional perceptions of Canadian
multiculturalism and multiculturalism as an investment in social
capital.
A recent issue of Ethique Publique (vol. 9, no. 1, spring 2007) focuses
on managing cultural and religious diversity and the debate around
"reasonable accommodations". Articles by D. Weinstock, W. Kymlicka, T.

4. CALL FOR PAPERS
Papers are now being accepted for a special issue of Patterns of
Prejudice dedicated to prejudice against Muslims (July 2009). The issue
will concentrate on contemporary issues, but also attempt to locate them
in their historical context, particularly the medieval and colonial
periods.

The biennial Essays in Philosophy will dedicate an upcoming issue to
"Human Rights" (Vol. 9, No. 2, June 2008). The issue will seek to
examine the numerous philosophically controversial practical,
substantive, and theoretical issues related to human rights. Example

The editors of a future volume entitled: "Holocaust Education in Central
and Eastern Europe: International Pressure, National Policies, and
Classroom Practice" are welcoming chapter proposals from a wide range of
theoretical and methodological perspectives on Holocaust education in

Contributions are invited for a special issue of Theoria dedicated to
the political, social and economic implications of race. Contributors
are encouraged to reflect on the changing nature of race in the modern
world, and on the major theories and theorists that influence both how

social and economic life. In what ways does race remain an organizing
principle of social and political control and identity management? How
have the interrelationships between race, class and gender altered over
the past twenty years, in both global and general terms and in

The European Commission on Racism and Intolerance (ECRI) has made
available proceedings of its expert seminar on "Combating racism while
respecting freedom of expression", held November 16-17, 2006 in
Strasbourg. The aim of the seminar was to examine how to combat racism
while respecting freedom of expression in multicultural societies, and
to decide which legal and policy measures are most appropriate to
achieve consistency with existing human rights standards. The documents

MIRICO is a project of The European Academy Bozen/Bolzano (EURAC) that
focuses on: "Human and Minority Rights in the Life-Cycle of Ethnic
Conflicts". The goal is to analyze the status of human and minority
rights throughout the phases of ethnic conflict, including
re-construction and reconciliation. On the website below, MIRICO
publishes a newsletter, country-specific reports, and other research
findings.

The Web-Watch of the international Observatory on Racism and
Discriminations (Veille de l'Observatoire international sur le racisme
et les discrimination) is a monthly bulletin compiling information on
new reports and studies produced by governments and international
organizations, as well as Canadian and international NGOs. It highlights
research on discrimination, particularly racism, and issues that affect
racialized minorities, immigrants, refugees and Aboriginal people.
Although written in French, a substantial number of the reports
mentioned are in English. This Web-Watch is a complementary tool for
those doing research on issues of citizenship, immigration and
antiracism, providing valuable information produced by non-academic
sources. The Web-Watch is sent out by e-mail to organisations and
