Please find attached the reports of the United Nations Independent
Expert on minority issues, Ms. Gay McDougall, presented to the 4th
session of the UN Human Rights Council in March 2007, including her
reports on her official visits to Hungary in June 2006 (the first
official country visit of  the mandate) and Ethiopia in December 2006.
The thematic focus of the Independent Expert's annual report -
minorities, poverty and the Millennium Development Goals - reflects her
concern that many minorities around the world affected by discrimination
and exclusion, are not benefiting fully from policies to alleviate
poverty and achieve the Millenium Development Goals (MDGs). The
Independent Expert's annual report, as well as a separate report with a
review of MDG Country Reports and Poverty Reduction Strategies, include
recommendations for targeted as well as mainstreamed approaches and
policies to address the particular circumstances of poverty experienced
by persons belonging to national or ethnic, religious and linguistic
minorities.
