A new year, a new world. Russia and Belarus are no longer allies. The
European Union (EU) is reassessing its relationship to Moscow and is
launching a dramatic project to reduce its dependence on Russian energy
sources. "The [three-day] cut in oil supplies from Russia is
unacceptable," European Commission President Jose Manuel Barroso
announced on January 10. "This raises a problem, a real problem of
credibility."

RUSSIAN LEADERS BUOYANT

The year 2006 was not a good year for the cause of human rights and
democracy in Russia. However, Russian leaders exuded self-confidence in
