THE MEANING OF 'NYET' TO THE EUROPEAN UNION
Puzzlement persists over the meaning and motivation of President
Vladimir Putin's article published in the European mass media last week.
The article was billed as celebrating the 50th anniversary of the Treaty
of Rome that laid the foundations for what has become the European Union
(EU).

TWO TUMORS GROW IN RUSSIA
The slow but steady resurgence of authoritarian rule in Russia and the
spasmodic burgeoning of nationalism have run parallel. The connections
between the two tumors are for historians to pinpoint, but the diagnosis
of each is becoming clearer.

IS KADYROV GOING HIS OWN WAY?
Chechnya's New President Shows Signs of Anger with His Russian Masters

Ramzan Kadyrov, who became Chechnya's president earlier this month after
winning Russian President Vladimir Putin's approval, has begun signaling
that he will follow his own course. The son of a former president of the
Republic of Chechnya who was assassinated in 2004, Kadyrov was
previously prime minister. He turned 30, the minimum age required for
the presidency, only in October 2006. He and his supporters have been
widely accused of massive human rights violations including torture and
murder of his Chechen opponents.
