Football

Call for Action

The annual FARE Action Week against Racism and Discrimination has grown
over the last six seasons into Europe�s biggest anti-racism campaign in
football. Last year more than 35 countries got involved in a united
effort to rid the game of racism and discrimination.

The 7th FARE Action Week from 17 to 30 October 2006 will once again
feature activities by fans, players, clubs, associations, minority
organisations, anti-discrimination groups, youth centres, schools and
the sports media. A highlight of the week of action will be the
anti-racism activities at all the UEFA Champions League matches during
this period.

The FARE network, in partnership with UEFA, calls upon the entire
European football family to get involved in the forthcoming FARE Action
Week.

The emphasis of the FARE Action Week this season is a call for:

* greater participation of ethnic minorities and migrants;
* inclusion of women and girls;
* action against homophobia in the game.

The FARE network also aims to encourage more groups in southern Europe
to participate in the FARE Action Week.

The deadline for applications for funding is the 8 September 2006!

There is only one week to go to sent FARE your applications. Although
not all football leagues started already with their championships FARE
received already many applications and ideas for activities. The top
national leagues make now a break due to friendlies and qualifiers of
their national teams. Use to break to develop activities for the FARE
Action Week!

and Application Form on www.FAREnet.org and below. The online
application form is available in four languages:

Over the last decade some good progress has been made in challenging
racism in the game, but by no means has it been eradicated.

In several parts of Europe we still regularly witness the overt abuse of
black and other minority players at both the professional and grassroots
level of the game. Also migrants and ethnic minorities still feel
excluded from the existing football structures within football
federations, clubs and some fan clubs across Europe.

Against this backdrop the Football Against Racism in Europe (FARE)
network will call upon the European football family to come together in
October for the European Action Week against Racism and Discrimination
in Football. Last year more than 600 groups in 35 countries took part
and as football�s drive against racism continues to gain greater
momentum we expect this year�s Action Week to be even bigger, engaging
more people than ever before.

The idea behind the FARE Action Week is that a wide range of initiatives
and activities address local problems within their club or community,
while also joining groups across the continent to present a unified
stand against racism in the game.

The emphasis of the FARE Action Week this season is a call for:

To make it easier for groups to organise anti-racism events and
activities in and outside stadiums groups can apply on www.FAREnet.org
(English, German, Italian, French) for financial assistance (max. 400 �,
deadline 8. September).

Even if you do not apply for financial help we count on your commitment
and ability develop activities on your own, since you know the situation
best. FARE partners in the various countries can be contacted to offer
assist and support your planning and implementation. We look forward to
learning about your ideas, initiatives and activities.

Ignoring racism, is accepting racism � take your stand and join the FARE
Action Week this October!
What could you do?

For practical ideas and hints how you can become active, refer to the
suggestions below.

Fan Groups and Fan Initiatives

- Invite groups who are targeted by racism and discrimination such as
refugees and migrant communities to your stadium or organise a
joint-event
- Display your own anti-racism banner or flags at a match in the action
week or join other fan clubs for a special choreography
- Produce an anti-racism fanzine or leaflet and distribute them at your
home ground, use internet to get your message across
- Contact your club and help them to prepare an anti-racist action
before the match (red carding racism, display of a banner on the field,
statement by the captain before kick-offs)
- Twin with befriended fan groups in other countries and become active
at the same time (use the same slogan or symbols, produce joint
leaflets)
- Organise an anti-racism tournament or exhibition on the problem in
your region and initiate the exchange of fans and invite minority groups
to the match

Football Clubs
- Make your regular league match an anti-racism game and work together
with ethnic minority groups or local antiracism organisations to prepare
the game
- Players wear anti-racist message T-shirts while warming up and present
a banner or cards showing racism the red card during line-up
- Include a special feature on racism and discrimination in your match
programme, use the PA system and banners inside the stadium to get the
message across and communicate the action to your members and the media
(press conference, press release with statements of players etc.)
- Present a club-based anti-racism pledge and get members and fans to
sign up or adopt the UEFA/FARE 10 Point Plan of Action
- Kids with different ethnic background carry an anti-racism message on
the pitch before kick-off or set-up your own permanent anti-racism
signboard at your stadium
- Produce an anti-racism team poster and distribute them to fans,
schools and refugee camps
- Give out free tickets to refugees, asylum seekers and other deprived
groups migrant communities and invite them to your ground or raise funds
to support refugees in your community

Schools and Youth Teams
- Invite players from your local club and discuss the issue with them
the issue or go and interview the players about on their experience with
discrimination
- Start a �racism and football� project or watch and discuss an
anti-racist football video
- Kids design their own anti-racism banners and T-shirts and play
friendlies against kids from refugee centres and integration schools

Migrant and Ethnic and Minority Groups
- Approach your local football club or the regional football association
and propose anti-racism activities
- Organise football tournaments and prize giving ceremonies for ethnic
minority footballing groups to highlight the achievements in the
community
- Invite local players to community events and organise panel
discussions and film events

Financial Support
To encourage a variety of grass-roots events, FARE is able to offer
small grants for a range of local or regional activities that will take
place during the FARE Action Week. The wide range of activities we are
able to support include the production of campaigning materials
(banners, flyers, fanzines, posters, stickers), the production of fan
choreographies and flags, as well as the organisation of stadium action
and community days, furthermore football related intercultural events
such as special matches, debates or tournaments with an explicit
anti-racism programme. The financial contribution groups can ask for
should not exceed 400 �.

Criteria
>From previous years we know that we are able to lend support to the
majority of applications. Nevertheless, the Action Week is expanding
rapidly in scale and resources are - as always - limited. We therefore
introduced the following criteria which should help you to design your
action and help us to select applications.
- Action is related to anti-discrimination and football and takes place
between 17 and 30 October 2006.
- The activity aims at involving migrants, ethnic minorities or other
targeted groups (refugees, asylum seekers, religious minorities...)
- Quality of partnerships and involvement of grass-root organisations
(fan groups, NGOs, schools, amateur teams, ..)

Application for Grants
Refer to the printed form on the back side or access the online
application form in 4 languages on www.FAREnet.org and describe briefly
your planned activity or event during the FARE Action Week (17-30
October 2006). Please send us by e-mail, fax or post the filled
application form as soon as possible, but not later than 8 September
2006 to the contact for your country listed below. We will then get in
touch with all applicants by mid of September with the information if
they are successful.

Please note that we aim to support action in as many European countries
as possible. This may result in a situation where we cannot support all
activities in a single country, in order to fund action where it might
be most needed, such as in Eastern and Southern Europe.

Publicity and Visibility
To have an impact on a wider level you should make it clear and visible
that your activity is part of the FARE Action Week Against Racism and
Discrimination. This can be done by using the FARE logo and mentioning
FARE in your products (magazines, websites etc.) For news on the Action
Week go to www.FAREnet.org (information in English, German, French and
Italian).

Campaign Resources
FARE will produce a FARE Action Week poster which will be send to all
FARE contacts and upon request. FARE will offer a limited amount of FARE
brochures, stickers and anti-racism t-shirts to initiatives.

Transfer of Grants
Bank transfers will only be made after we have received the original
receipts of the expenditures.
