Blowing hot and cold, the Russian government has been reacting to
Western criticisms of its human rights policies and the imposition of
new bureaucratic curbs on the operations of nongovernmental
organizations (NGOs). In his conversations with his European
colleagues, President Vladimir Putin was feeling his oats, giving some
Western observers the feeling that he was not quite himself. More
likely,
he was just being his canny, cocky, coarse self.
