Background   
   
The Office for Democratic Institutions and Human Rights is the principal
institution of the OSCE 
responsible for the human dimension. ODIHR`s activities are implemented
in 55 participating States 
in accordance with ODIHR&#8217;s political mandate. ODIHR has a broad
range of programmes 
in the areas of democratic institution building, the rule of law and
human rights, election observation, 
combating intolerance and discrimination, as well as Roma and Sinti
Issues.

Priority issues which the OSCE/ODIHR Roma and Sinti  Programme is
addressing include monitoring, 
advising, assisting  and reporting on the implementation by the
participating States of the Action Plan 
on Improving the Situation of the Roma and Sinti within the OSCE Area
(the Action Plan). In addition, 
ODIHR is tasked by the Action Plan to conduct its own activities aimed
at improving the situation of 
Roma and Sinti.  
 
   
Tasks and Responsibilities   
   
The Contact Point for Roma and Sinti Issues (CPRSI) promotes the
inclusion of Roma and related groups 
in the society in which they live. Under the general supervision of the
First Deputy Director, the Senior Adviser on Roma and Sinti Issues will
perform the following duties:

- Formulating and implementing the work program, budget and plan for the
CPRSI and participating in the overall work of the ODIHR; 
- Analyzing the  political, social and economic situation in regions
with  Roma and Sinti minorities; 
- Advising on and assisting with, upon the request of participating
States, the implementation of national legislation and policies relevant
to these communities; enhancing international co-operation in this field
by promoting best practices and debates;
- Monitoring and reporting on how the OSCE participating States are
implementing their OSCE commitments in 
the protection of human rights as applied to Roma and Sinti, and how
participating States have been fulfilling 
the specific recommendations made in the Action Plan; 
- Reporting on findings to the Director of ODIHR and to the OSCE
institutions affiliated with the programme;
- Facilitating contacts on Roma and Sinti issues between governments of
OSCE participating States, organizations of the United Nations system,
the Council of Europe, institutions of the European Union, international
organizations/ institutions and non-governmental organizations;
- Developing dialogue and co-operation with national and international
representatives of Roma and Sinti communities in view of increasing
political participation and advancing Roma and Sinti rights, while
preserving their identity; 
- Coordinating ODIHR CPRSI activities to support the capacity building
of Roma and Sinti NGOs; 
- Advising the OSCE/ODIHR and assuming a proactive role in responding in
a timely and effective manner 
to crisis and conflict situations involving Roma and Sinti;  
- Co-operating in this respect with relevant governments, OSCE
Institutions and field missions, intergovernmental bodies and
international organizations, in particular the UNHCR, to ensure
protection of Roma communities at risk, including in situations such as
forced displacement;
- Facilitating equal access of Roma and Sinti, in particular women and
youth, to employment  opportunities 
in the  OSCE Institutions, Field Missions, EOMs;  
- Organizing and supervising internship programmes to develop skills and
provide work experience to members 
of the Roma and Sinti communities;
- Taking into account a gender balanced approach in all the tasks and
activities mentioned above;
- Performing other duties as required. 
 
   
Necessary Qualifications   
   
- Advanced university degree in law/international law, political
science, social sciences or related field;
- Minimum of eight years of progressively responsible professional
experience preferably in government or international administration;
including some years of work in the field of human rights and Roma and
Sinti issues;
- Awareness of technical co-operation principles, concepts and
techniques; 
- Experience working with senior foreign government officials,
international organisations and NGOs in the development and delivery of
politically sensitive initiatives; 
- Strong organizational and analytical skills; 
- Good management skills;
- Strong interpersonal skills; 
- Excellent knowledge of English including drafting skills; knowledge of
another official OSCE language would be an asset;
- Knowledge of the Romani language would be a desirable asset;
- Ability to establish and maintain effective working relations with
people of different national and cultural backgrounds.
 
   
Remuneration Package   
   
Monthly remuneration will vary between EUR 5,601 (single rate) and EUR
6,015 (dependency rate) depending 
on post adjustment and family status. Social benefits will include
possibility of participation in the Van Breda medical insurance scheme
and the OSCE Provident Fund. Other allowances and benefits are similar
to those 
offered under the United Nations Common System.
