Job Description
The Danish Refugee Council invites applications for the position of
Deputy Country Director for the North Caucasus (stationed in Nazran,
Ingushetia)
Background
The Danish Refugee Council (DRC) has been present in the North Caucasus
region of the Russian Federation since mid 1998. A large-scale emergency
operation involving distribution of food and NFIs, registration and
surveys, provision of shelter and psycho-social assistance is
implemented in Chechnya and Ingushetia. As of 2001, a reintegration and
integration component has been added, which targets the displaced from
the second Chechen conflict residing in Chechnya, Ingushetia and
Dagestan, as well as refugees from Georgia (including South Ossetia).
The (re)-integration activities include housing (re)construction,
infrastructure rehabilitation and construction, income generation,
community development, NGO capacity building and development, and
institutional capacity development.
By introducing a new position as Deputy Country Director, we aim to
enlarge and strengthen our management capacity and thus the ability to
carry through the planned transformation of the programme from one of
mainly emergency operations to one with primary focus on recovery
oriented assistance. This transformation is a strategic priority for us.
Purpose of the post
As Deputy Director you will be responsible for managing DRC's donor
portfolio and budgets. You will also be responsible for staff
development as well as for public information and visibility activities.
Finally, depending on your profile, you may be given supervisory
responsibility within the areas of procurement and / or microfinance.
In addition, you will assist the Country Director in the overall
management of DRC's mission in the North Caucasus region of the Russian
Federation, including programming and operations, security, and
government relations. You will report to the Country Director and in his
absence you will act as head of mission.
Qualifications, skills and attributes
- Advanced university degree in social & economic science, development
planning, international humanitarian/development work, or other relevant
higher education
- Minimum five (5) years of progressively responsible professional work
experiences at national and international levels
- Previous management experience
- Strong operational and project management skills
- Strong human resources management skills
- Strong interpersonal skills and ability to work under pressure with
minimum supervision
- Well developed representation and communication skills
- Excellent English writing skills
- Good knowledge of Russian language is preferable
Our Conditions
Availability: As soon as possible
Duty Station: Nazran, Ingushetia (non-family duty station) with frequent
travels in the region and to Moscow.
Contracts: Twelve months with possibility of extension. Salary and other
conditions according to DRC standard regulations.
