THE RUSSIAN GOVERNMENT BUYS NGOS
Little by Little, Putin's Repressive NGO Law Chokes the NGO Sector

1. Russia's Public Chamber needed about an hour on April 25 to
distribute 500 million rubles allocated from the federal budget to
support nongovernmental organizations (NGOs), the daily "Kommersant"
reported. Half of the money will go to the social projects implemented
by public institutions, and the rest will be spent to strengthen their
material and technical base...

2. Lyudmila Alekseyeva, the veteran Soviet era dissident who heads the
Moscow Helsinki Group, has called the NGO law that has gone into effect
this month "fundamentally unconstitutional" and suggested that it might
destroy the NGO sector...

The sudden spike of deadly violence targeting non-Slavs across the
Russian Federation is shocking news barely mentioned in the media
outside Russia. Over the past several years, racist rampage has peaked
around Adolf Hitler's birthday, April 20, but this month's unprecedented
death toll raises the question whether a new, grassroots, intifada-like
phenomenon is in the works.
