BUCHAREST � The president of Democratic Union of ethnic Hungarians in Romania
(UDMR), Marko Bela, stated on November 2, during a press conference, the
Statute of the minorities is a means by which the opposition tries to
compromise the ruling alliance, causing a split-up inside it.
"Some people want to compromise the ruling alliance starting from this bill.
Others try to stress upon the problem of the ethnic Hungarian and to create a
fissure, a split within the ruling allinace�, said the leader of the Union.
Asked about the backwardness of the debates in the Chamber of Deputies at the
bill on the Statute of the minorities, Marko Bela showed he is forced to be
optimistic. "I cannot afford being indiscreet and saying that everything is
fine. Things are not fine!�, said Marko.
He said the bill initiated by UDMR stipulates good solutions for the entire
society, supporting the idea of the minorities� involvement in the social
activity. "The people who read this bill might see that nothing endangers the
majority or the relations between the majority and the minority, but on the
contrary, it helps. Hence, I see that many foolish things are being commented
on this law, by ultranationalist politicians�, said UDMR senator.
Marko Bela pointed out that out of the debates at the Senate as well as of the
tergiversations at the Chamber of Deputies, many parliamentarians have not read
the bill yet.
Under these conditions, some of the politicians of the ruling alliance "are
worried and some of them probably believe the support of the statute of the
minorities is an unacceptable compromise".
Asked about the misunderstandings affecting the functioning of the ruling
alliance, Marko Bela showed this is the only alternative to the governing at
this moment. "Now, the Ruling Alliance has no alternative to the governing. The
governing is long-lasting or we make early elections", said UDMR leader.

UDMR CLAIMS THE ETHNIC HUNGARIAN UNIVERSITY IS NOT ACHIEVED THROUGH UBB�S SPLIT-
UP
CLUJ-NAPOCA � An ethnic-Hungarian state university cannot be achieved through
the split-up of University "Babes-Bolyai" (UBB), but through establishing such
an autonomous institution, stated on October 29, UDMR president Marko Bela.
He agreed with the youngsters who protested on October 17 in several cities in
Transylvania asking for the re-establishment of a Hungarian
University "Bolyai", but he said such a request cannot be achieved through
street protests but through political actions.
"The youngsters are right when claiming an ethnic Hungarian state university
but I do not believe things should be achieved through UBB split-up. This
university requires departments and faculties in ethnic Hungarian language. An
ethnic Hungarian University cannot be achieved through street protests but
through political measures.
The street protests would bring no result", said UDMR leader. In his opinion,
one of the possible solutions is to transform the ethnic Hungarian private
university "Sapientia" into a state university, through establishing an
autonomous institution. Marko Bela also stated that as regards UBB, it is
required the solving of some problems still triggering "unnecessary
dissatisfactions", such as the lack of bilingual inscriptions.
On October 17, the youngsters in Covasna, Harghita, Cluj and Bihor protested in
the street, asking for the re-establishment of University "Bolyai" as a state
university teaching in ethnic Hungarian language. About 150 persons protested
in the street at Sfintu Gheorghe and Miercurea Ciuc, 50 at Oradea and over five
hundred at Cluj-Napoca.
The leadership of Ministry of Education firmly rejected any tendency of
segregation on ethnic criteria in the education field. The leadership of the
ethnic Hungarian department within University "Babes-Bolyai" claimed the
existence of �hidden interest" behind the protests.

FOUNDATION TO PROMOTE THE JUDAIC AND ISRAELI CULTURE
BUCHAREST � Embassy of Israel State has established, with the support of the
Israeli businesspeople community in Romania, a Foundation to promote the Judaic
and Israeli culture in Romania, announced on November 2 the ambassador of
Israel, Rodica Radian Gordon.
�The foundation aims at toughening the connections between Romania and Israel
through giving moral and material support for the academic studies, the
scientific and socio-cultural manifestations on Judaic and Israeli subjects�,
stated Gordon. The activity of this foundation consists in the organization of
discussions, symposiums, exhibitions, editing of academic publications and
accomplishment of documentary films. Altogether, the foundation aims to settle
tight connections with the centers of Judaic studies established within the
universities in Bucharest, Iasi, Cluj and Timisoara.
In a first stage, the foundation aims to encourage the research on topics in
the fields of interest through granting scholarships at the drawing up of
academic works by researchers in the young or medium generation. The annual
scholarships worth USD3,000 will be granted within a contest of files to be
publicly announced in the following weeks.

DAYS OF SERBIAN CULTURE AT TIMISOARA
TIMISOARA � For a month, Timisoara hosts �The days of Serbian culture�, which
is a marathon event organized by the Union of Serbia and Montenegro (USM)
General Consulate, under the aegis of ministers of Culture of the two
countries, Dragan Kojadinovic and Adrian Iorgulescu. The protests started on
November 2, with an ethnic fair organized at the Regional Business Center,
which exhibits the visitors, handmade products in the neighboring country.
On November 5, at �Ion Vidu� hall it is going to be organized the joint
concerto of the Philharmonics in Belgrade and Timisoara. On November 11, at the
Puppet Theater it is organized the show for children �Thumbelina�, presented by
the Youngsters Theater in Novi Sad.
During November 11-13, it is held the International Conference of Slavists,
developed at Universitatea de Vest, under the denomination �Romanian-Serbian
cultural mosaic, Balkan universe�.
During November 14-29, it is held the exhibition �Afisul politic Belgrad 1941-
2000� (Political scene Belgrade 1941-2000) at the Banat Museum, whose opening
will also be attended by the Serbian Minister of Culture, Dragan Kojadinovic.
Various films will be seen at the Europe hall, and many Serbian artists,
photographers, musicians or sculptors will be present at Timisoara in November
to render their works familiar to the Romanian public.

CENTER OF SOCIAL SERVICES FOR ETHNIC ROMA
BOTOSANI � The program of the United Nations for Development opened on November
2 a new Center of Social Services for Ethnic Roma, in locality Dorohoi,
Botosani county. This is one of the five centers to be developed in Romania and
it is based on the model established by the development of the pilot-stage,
successfully implemented in Marasesti, county Vrancea.
The project developed by PNUD with the financial support of the Government of
Sweden � Swedish International Development and Cooperation Agency mainly aims
to create some centers of social services in communities with a high percent of
ethnic Roma people. Because of the results obtained in the pilot-stage, the
project will also be implemented by the Swedish International Development
Cooperation Agency in the region of the countries from Eastern Europe.
Located in Dorohoi, 57 George Enescu Street, the center will provide social
services (information and counseling on the social rights; support in
identifying and getting a job, professional re-qualification; support for
school catching up on), medical services (education for health; counseling on
medical problems, family planning; support to register at the family medic),
services of training (training of computer-literacy, training of sanitary
mediators), services of entrepreneurial counseling.

LOCAL ROMA LEADERS TO ATTEND EUROPEAN FORUM
BUCHAREST - The Roma community's leaders self-proclaimed Emperor Iulian
Radulescu and King Florin Cioaba were chosen on last week at the Pro Europe
Roma Party (former Social Democratic Roma Party) meeting to represent the
community at the European forum of Roma, an international organization of Roma
from all European countries.
The delegation will include several members and will be led by the president of
the Pro Europe Roma Party, Nicolae Paun, who said the selection of
representatives was a step forward because not all members of the delegation
were members of his party.
