The commemoration of the Allied victory over Nazi Germany 60 years ago
began with a rancorous debate over Soviet imperialism west of its
border. Then, for a day or two, visual evidence of a personal d�tente
between two presidents, George Bush and Vladimir Putin, eclipsed the
facts of World War II. But after announcing what he called "a strategic
agreement" with the European Union (EU), Putin lashed out at the Baltic
states for denouncing Soviet occupation and declared that he will not
apologize for what Yosif Stalin did in Eastern and Central Europe.
Finally, Bush in Tbilisi lavished praise on "the rose revolution" as an
example to the world and warned that Georgia�s independence must be
respected. Though he did not mention where a threat may come from,
everyone in that part of the world understood that he meant Russia, who
has not withdrawn its troops from Georgia. Nevertheless, upon his return
home, Bush told members of Congress that "Russia is not an enemy, Russia
is our friend."
