FRIESLAND SAYS NO! TO EU CONSTITUTION

62% of Frisians voted on Wednesday against the Treaty for a Constitution
of the European Union in the first Dutch plebiscite in more than 200
years. In all Frisian municipalities a majority voted against the
Treaty, although there were some differences.
BERLUSCONI BLUNDERS IN BOZEN, SOUTH TYROL

Italian Prime Minister Silvio Berlusconi visited the South Tyrolean
capital Bozen (Bolzano) on Sunday causing controversy for speaking in
front of the "Monument of Victory". It was built by Italian fascists in
1936 to celebrate the annexation of South Tyrol into Italy and is seen
by the German and Ladin-speaking population as a symbol of repression.
ROMANIA: ETHNIC MINORITY BILL WILL GIVE CULTURAL AUTONOMY

At least one house of the Romanian Parliament is to adopt the bill on
the statute of ethnic minorities before the summer recess. The bill will
give substantial cultural autonomy to Romania's ethnic minorities.
EUROPEAN CONSTITUTION: BRETON "YA", FRENCH "NON"

As widely predicted by opinion polls France has voted "no" to the EU
Constitution on Sunday, using the poll as a protest vote against the
government as well as voting against the Treaty itself. However, last
week Breton language activists and autonomists predicted a "yes" vote in
Brittany, and this has been reflected in the results. 51% of Bretons
voted for the treaty overall, giving a narrow majority, with 59.06%
voting for the Treaty in Naoned/ Nantes and 58.97% in Roazhon/ Rennes.
LATVIA RATIFIES FCNM, BUT WITH RESERVATIONS

The Latvian Parliament ratified the Council of Europe's Framework
Convention for the Protection of National Minorities (FCNM) on Thursday
night, but with reservations. These reservations mean that most of the
Russian-speaking minority are excluded from FCNM protection.
