PUTIN FACES A GRAY REVOLUTION
New Welfare System Puts 30 Million Russians at a Disadvantage
More than a week of protest demonstrations against the welfare system
reform that took effect on January 1 have shocked President Vladimir
Putin and his advisors, the Duma, as well as officials of regional
governments. No one was prepared for the intensity of the protest, and
no one is quite certain where it might lead. Putin's response of blaming
his government and especially regional administrations for the faulty
implementation of the law he considers perfect has not satisfied anyone.
Increasingly, anger focuses on him, once a widely popular head of state,
and the challenge to his authority could become serious. According to
London's "Financial Times" of January 20, the demonstrations it calls
"the gray revolution" are widespread, from St Petersburg in the
northwest to Stavropol in the south, and across to Khabarovsk in
Russia's Far East. The newspaper pointed out that pensioners are an
important political constituency, as they vote in larger numbers than
young Russians.
