The Kremlin is reverting to a Soviet posture toward critics of human
rights violations in Russia. While it is scheduled next year to take
over the rotating chairmanship of the Council of Europe, Russia
continues to resist the council's demands to live up to promises made at
the time of joining that human rights body nine years ago. At the same
time, Russia rejects criticisms of another pan-European body concerned
with human rights, the Organization for Cooperation and Security in
Europe (OSCE). It remains to be seen how the Russian government will
cooperate with the UN's human rights commission that has been permitted
to set up an office in Moscow.
