PUTIN'S REVISION OF THE NGO BILL UNLIKELY TO RESOLVE CRISIS
Human Rights Groups Dissatisfied with Kremlin Concessions 

After initiating legislation making it exceedingly difficult for
nongovernmental organizations (NGOs) to operate in Russia, on December 9
President Vladimir Putin sent a message to the Duma, the lower house of
parliament, recommending that a softening of the provisions of the draft
law that drew sharp protests from the NGOs and Western governments and
public opinion. The Putin concession emphasized by Reuters was the
deletion of a clause that required foreign NGOs to register with the
Russian state as Russian legal entities. Instead, Putin proposed they
could operate through Russian branches and would need only to inform the
authorities that they exist.
