ECMI Head of Programmes

The European Centre for Minority Issues (ECMI) headquartered in
Flensburg, Germany, seeks a new Head of Programmes. 

The Head of Programmes reports directly to the Director and collaborates
closely with the Head of Operations/Administrative Director. S/he has a
three-person administrative staff to assist with her/his tasks. 

The Head of Programmes supervises ECMI's entire project portfolio and is
responsible for the overall substantive supervision of all programmes in
its five regional departments. This includes project design, monitoring
and evaluation, and public relations activities.

The Head of Programmes supervises the Senior Research Associates who
head ECMI's departments (south Eastern Europe, Former Soviet Union, EU
and General Issues, EU Accession, and Romani Integration) and is
responsible for the overall substantive supervision of all
action-oriented programmes and research projects. ECMI currently
operates around 10 research projects and over 20 action-oriented
projects. 

She/He cooperates closely with the Head of Operations, and has a
three-person administrative staff to assist with his/her tasks.

Terms of references

In consultation with the Director, development, management and
supervision of overall profile and portfolio 
Supervision, monitoring and follow-up on the work of Heads of
Departments 
Supporting development of new project activities
Coordinating timely external and internal substantive project reporting 
Ensuring delivery of external profile activities (issues briefs,
newsletter items, expert seminars) through Heads of Departments 
Representing the Centre externally and in relation to donors with regard
to programme issues 
Acting as a member of ECMI's Funding Committee and Senior Management
Team along with the Director and the Head of Operations/ Administrative
Director
Coordinating with the Head of Departments the annual action plans
including financial and project targets and ensures that targets are met
Reviewing individual task sheets agreed between Head of Departments and
department staff 
Conducting other tasks as assigned by the Director

Qualifications 

A minimum of 5 years of progressively responsible positions in academic
project management; 
Advanced skills in academic project design, monitoring & evaluation;
A university degree in a relevant discipline (administration, political
science, development studies, economy, conflict studies, East European
or South East European Studies, anthropology, or related social
sciences); 
Documented experience in liaising with donor agencies (such as foreign
ministries, UN or EU agencies; 
A demonstrated ability to pass along project management skills to
others; 
Professional fluency in English (knowledge of a regional language of
relevance to ECMI is an advantage); 
A desire and capacity to work as a member of an international and
multicultural team; 
Excellent presentation and computer skills covering the Microsoft Office
package; 
Experience working with conflict transformation projects or similar
ventures is an advantage.

PROGRAMME MANAGER
SKOPJE

The European Centre for Minority Issues (ECMI) is soliciting
applications for the position of Progr amme Manager to act as focal
point for the first year of a project designed to contribute to the
professionalization of Romani activists in the Republic of Macedonia.
The position would suit a dynamic and enthusiastic international
professional, expert at facilitating without creating dependencies. It
is offered on a full-time basis for a period of twelve months. 

ECMI in Macedonia
Over the last four years, ECMI has brought together more than 70 NGOs in
an explicitly interethnic network, fielded an initiative to promote
constructive dialogue toward implementation of the Ohrid Framework
Agreement, and conducted a needs assessment with Roms. Building on the
needs assessment, ECMI is currently in the process of launching a new
initiative which will establish all-Romani Expert Groups in four core
areas: education, health, civil rights, and employment. For more

Qualifications
You have:
� A minimum of 3 years of progressively responsible positions in project
management; 
� Skills and experience in moderating group discussions;
� Demonstrated ability to pass along project management skills to
others;
� A solid grounding in the situation of the Romani population in the
Republic of Macedonia; 
� Professional fluency in English (knowledge of Macedonian,
Bosnian/Croatian/Serbian, Bulgarian, and/or Romani an advantage); 
� Desire and capacity to work as a member of an international and
multicultural team. 

Job Description
The Programme Manager will be actively involved in the launch of the
project and in the establishment of the Expert Groups which constitute
the centre of the project. S/he will be responsible for supervision and
evaluation of additional project team members in the course of project
implementation. In addition to overseeing the preparation of background
material for the project, the Programme Manager will generate reports
based on project activities. The Programme Manager will also consult on
a regular basis with the Head of Department for Romani Integration based
at ECMI's headquarters in Flensburg, Germany.

SENIOR / RESEARCH ASSOCIATE
Head of Department for EU Accession

The European Centre for Minority Issues (ECMI) seeks a new Head of
Department for EU Accession Issues/Senior Research Associate. 

The Head of Department/Senior Research Associate reports to the Head of
Programmes and collaborates closely with the Head of
Operations/Administrative Director. S/he has a small research staff at
headquarters to assist with her/his tasks as well as project staff in
the field. 

The Head of Department for EU Accession Issues manages ECMI's activities
in Romania, Bulgaria, Croatia and Turkey. The Department for EU
Accession Issues is newly established and its head will devise a
strategy for ECMI activities in the EU accession countries relating to
minority governance policies. This includes project design, monitoring
and evaluation, and public relations activities. The Head of Department
is responsible for the supervision of action-oriented programmes and
research projects in the accession states and is in charge of generating
new initiatives. In addition, the Head of Department conducts research
on minority-majority relations in the accession states, and advises
government institutions on minority governance based on European
standards. 

Terms of references

In consultation with the Director and the Head of Programmes,
development, management and supervision of the department's profile and
portfolio; 
Conducting research on minority-majority relations in Bulgaria, Romania,
Croatia and Turkey; 
Supervision, monitoring and follow-up on the work of the department

Professional fluency in English (knowledge of a relevant regional
language of relevance to the department is an advantage); 
A desire and capacity to work as a member of an international and
multicultural team; 
Excellent presentation and computer skills covering the Microsoft Office
package; 
Experience working with conflict transformation projects or similar

RESEARCH ASSOCIATE
-SEE area-

This position will cover Supervision of field projects in the South
Eastern Europe (Serbia & Montenegro, Bosnia-Herzegovina and Macedonia).
Expertise on ethnopolitical relations in the Balkans is required, as is
experience in academic project design, monitoring and evaluation. 
The candidate should have a Master's degree or a Ph.D. in a relevant
field (human/minority rights, political science, anthropology or similar
and at least two years of experience (in a working headquarter or field
environment similar to ECMI's), and must be fluent in English and
preferably have a good knowledge of one or more Balkan languages. 

The position is based at headquarters in Flensburg with regular travel
to the Balkans. 



COUNTRY DIRECTOR

The position covers heading ECMI's filed office in Pri�tina, Kosovo. The
candidate should have 3-5 years of progressively responsible positions
in project development and management with a proven track record in
successful liaisons with government, bi- and multi-lateral agencies. 

The candidate should have knowledge of the region, an advanced
university degree in a relevant discipline (administration, political
science, or related social sciences), and fluency in English, and skills
in Albanian and in one or more other regional languages. Excellent
presentation skills, computer skills covering the entire Microsoft
Office package, and a valid driver's license are also necessary. 

The position is based in Pri�tina, with regular reporting duties to
ECMI's headquarters in Flensburg, Germany.
