HUNGARIAN, ROMANIAN FOREIGN MINISTERS DISCUSS BILATERAL ISSUES

BUDAPEST - Hungarian Foreign Minister Laszlo Kovacs urged his visiting
Romanian counterpart Mircea Geoana on 30 March to open a Hungarian
consulate in the Romanian town of Miercurea Ciuc, RFE/RL reported.
Kovacs told Geoana that autonomy for the Hungarian ethnic minority in
Transylvania can be achieved through negotiations based on understanding
and tolerance within the Romanian majority and responsible conduct by
the Hungarian minority. Kovacs pledged Hungarian support for Romanian
membership of the European Union and the so-called Visegrad Four, which
currently comprises the Czech Republic, Hungary, Poland, and Slovakia.
For his part, Geoana pledged that Romania will soon start building two
new border stations on the Romanian-Hungarian border. Geoana also
expressed his hope that the Gozsdu Foundation in Budapest might start to
operate within a few months. Mano Gozsdu (Emanuel Gojdu in Romanian) was
the founder of a foundation that supported the culture of Orthodox
ethnic Romanians in Hungary and Transylvania in the second half of 19th
century.

LOCATION OF TV STATION FOR TRANSYLVANIA FINALLY ENACTED

TIRGU MURES � County advisors passed last week the 49 years of granting
of former building of Physiotherapy Clinic to the public television, the
building following to shelter the future regional TVR studio in Tirgu
Mures (central Transylvania). The bill for the decision on this issue
was passed with 32 "pros� and 3 "cons�, while two of the county advisors
present at the session did not agree to vote at all. In order to pass
such a decision it was necessary that two thirds of the County Board
members to enact it, respectively 28 "pros�. The decision passed by CJ
Mures stipulates "the granting by tender of the building located in no.2
Parcul Sportivilor, in the exchange of a tax, for public television
services deployed for 49 years, after obtaining the necessary agreements
and approvals�.

HEBREW STUDIES CENTER AT ARAD

ARAD � Israeli ambassador in Bucharest, Rodica Radian Gordon, on March
29 participated in the inauguration of Hebrew Studies Center from Arad
(Western Romania), activating within the Institute of studies and
research ''Vasile Goldis''. The center, the first one of such a kind
activating aside a private institution, plans to give an impetus to the
scientific research in Judaism segment in the entire western side of the
country. ''The initiative to set up this center is a consequence of the
significant changes occurred in the contemporary collective mentality,
also meeting the attempts of the Ministry of Education and Research,
which backs the investigations aimed to crucial problems of the
contemporary history, including also Holocaust'', said rector of
Universitatea de Vest ''Vasile Goldis'', dr. Aurel Ardelean.

NGO LAUNCHES ROMANI-LANGUAGE CIVIC EDUCATION PROGRAMME

CLUJ-NAPOCA - The Resource Centre for Roma Communities (CRCR) in Cluj
launched its �Civic Education in the Romani Language� project, financed
by the Phare 2001 Civic Education Programme, in December 2003. 30 Roma
teachers, who are now being trained, will teach civic education classes
at Romani-language schools starting before August 2004, Eurolang
reported.
One member of the NGO, the Soros Open Network, is running the project
and joined by the University of Bucharest CREDIS Centre, the Phoenix
Foundation in Bucharest, the Project on Ethnic Relations office in Targu
Mures and the Cluj branch of the Pro-Democracy Association.
Over half a million ethnic Roma in Romania speak Romani, Romanian or
Hungarian as their mother tongue. Due to their social situation, many of
the Roma children have difficulties with attending school. The efforts
of Roma activists, NGOs and the government have lead to the teaching of
Romani in school for a few years. The goal of the project is to increase
the capacity of these schools by enriching their programme with a new
subject in Romani and also to perform civic education activities in
school and in Roma communities.
The 30 Roma instructors trained by CREDIS are participating in the first
part of the project. At seminars they learn how to counsel Roma parents,
to develop their communication and presentation skills, to deal with
interethnic relationships, to prevent and mediate conflicts and to be
prepared for intercultural and electoral education.
In the second phase they will participate in a five-month internship by
visiting schools and discussing civic education topics in Romani not
only with Roma pupils in these schools, but also with Roma communities
at home. The teachers will organise focus groups and civic education
campaigns for parents and other community members.
The project will end with the production of a handbook, a bilingual
practical guide on the civic education of Roma communities based on the
experience of the project.
CRCR has been working on helping the Roma community overcome its present
social disadvantages and develop a Romani speaking elite since 2000. Its
more recent projects include the training of Roma activists who, for
example, transmit information to Roma communities about European
integration and train Romani speaking journalists.
