2003 HUMAN DIMENSION IMPLEMENTATION MEETING
WARSAW, 6 - 17 OCTOBER 2003

The 2003 OSCE Human Dimension Implementation Meeting will take place in
Warsaw, Poland, on 6 - 17 October 2003. Enclosed please find the
schedule of the meeting, technical information, guidelines for
distribution of NGO documents and the NGO Registration Form.

All non-governmental organizations/institutions interested in
participating are kindly requested to submit to the ODIHR a completed
copy of the enclosed NGO Registration Form, along with the NGO
Description Sheet either on-line (http://www.osce.org/odihr) or by fax
(+48-22-5200603).  The deadline for submitting the NGO Registration Form
AND the NGO Description Sheet is Wednesday 24 September 2003.

All formal sessions of the Meeting will be open for participation by NGO
representatives, and NGOs will have equal access to the list of
speakers. 

The ODIHR is unfortunately not in a position to finance the
participation of NGOs in the Meeting, but please find enclosed also a
list of moderately priced hotels in Warsaw. NGOs are kindly requested to
make their own booking arrangements for these hotels.

Please note that the organization of the OSCE Human Dimension
Implementation Meeting will be based on the revised 2002 modalities
intended to enhance the effectiveness of Human Dimension meetings. The
full text is available on the ODIHR website (http://www.osce.org/odihr),
along with other information about the 2003 Human Dimension
Implementation Meeting.

Some of the elements of the modalities most relevant to NGO
participation include:
" Participants are encouraged to circulate recommendations in writing to
produce a more accurate record of the meeting and to facilitate
follow-up. All written recommendations will be compiled by the ODIHR and
circulated to the participants well in advance of the Reinforced Plenary
Session.
" Interventions during the Working Sessions should not exceed seven
minutes and no more than five minutes during the concluding Plenary
Session. When appropriate, moderators may call on speakers out of order
to facilitate a genuine discussion.
" Strong participation and involvement of the NGO community will
continue to be ensured and encouraged.
" The provisions of the Helsinki Document 1992, Chapter IV and confirmed
by the Decision No. 241 of the Permanent Council, in relation to the
participation of the NGOs, will be maintained. (This document is

TECHNICAL INFORMATION

1. The Meeting will be held in

HOTEL "SOFITEL VICTORIA" WARSAW

The participants will have at their disposal a Conference Room for
Plenary and Working Session meetings as well as several smaller rooms
for informal consultations.

2. The order in which the delegations of the participating States will
be seated at Plenary and Working Session meetings will be similar to
that of the previous Implementation Meetings.

3. The delegations will be provided with necessary facilities for the
display and distribution of relevant publications, documents, and
information materials. Technical equipment for presentation of
audio-visual materials will be also available.

4. Appropriate facilities for non-governmental organizations as well as
representatives of the media will also be arranged.

5. The participants are kindly requested to contact the Meeting's
Registration at Hotel "Sofitel Victoria" before the opening Plenary
Session.  The Registration will be opened on the 06 October (Monday)
from 8 a.m. to 6 p.m. and on all other working days of the
Implementation Meeting from 9 a.m. to 6 p.m.  Advanced registration is
strongly recommended in order to avoid delays in issuing the Meeting
badges and materials before the opening Plenary Meeting.

6. In order to assist the delegations with accommodations in Warsaw a
special Hotel Booking Form for the recommended hotels is enclosed.

7. The delegations may have at their disposal additional office space
and technical equipment (tel., fax, Xerox, computer).  The Price List
and the Order Form are enclosed.

The ODIHR will be at the disposal of all delegations for any other
matters related to the Meeting.

OSCE HUMAN DIMENSION IMPLEMENTATION MEETING  

GUIDELINES FOR SUBMISSION AND DISTRIBUTION OF NGO DOCUMENTS

N.B. - Documents may only be submitted in one of the six working
languages of the OSCE: 
English, French, German, Italian, Russian or Spanish.
- Due to lack of capacity, documents will only be circulated in the
language that they 
have been submitted.
- The ODIHR reserves the right to refuse the official circulation of
certain materials.


1. DOCUMENTS FOR UNOFFICIAL DISTRIBUTION

Content: NGOs may make available materials which describe their
activities or which concern more general Human Dimension issues not
directly related to the topics of the sessions.
Circulation: NGOs may place such information materials on display tables
in the conference centre corridors. Photocopying of these materials
cannot be provided by the Documentation Centre.
Other conditions: Materials remaining on display tables following the
Closing Reinforced Plenary Meeting will be discarded.


2. DOCUMENTS FOR OFFICIAL DISTRIBUTION

2A.  STATEMENTS TO THE PLENARY OR WORKING SESSIONS
Content: These may be either the verbatim text of verbal interventions
made in the plenary or working sessions, or an expanded text of which
the verbal intervention is a summary.
Circulation: A copy of the text for circulation must be submitted with
completed "REQUEST FOR DISTRIBUTION OF TEXT OF STATEMENT" form
(available at the HDIM Documentation Centre). It will then be copied and
distributed officially through the Documentation Centre to conference
mail boxes.
Deadline for submission: 24 hours in advance of the relevant session.
Note: Please label the document as: "Statement to the 2003 OSCE
Implementation Meeting, Working Session [title of session]", and
indicate the authoring organization on the first page.
Other conditions: Documents distributed officially will be recorded in
the Meeting's Index of Documents.

2B. WRITTEN RECOMMENDATIONS
Content: The revised modalities encourage the compilation of written
recommendations and their circulation to the participants by the ODIHR
well in advance of the Reinforced Plenary Session at the end of the
second part of the HDIM.  Recommendations intended for circulation and
for inclusion in the compilation should be submitted as a separate
document, even if they also form part of a statement as described in 3A
above. 
Submission: NGOs are encouraged to submit their recommendations
electronically. Facilities will be provided at the HDIM Documentation
Centre for the submission of computer diskettes. Alternatively,
electronic submission may be e-mailed before the meeting starts to the
following address: [email protected]
Circulation: When NGOs wish to circulate their recommendations, a hard
copy of the recommendations must be submitted with completed "REQUEST
FOR DISTRIBUTION OF TEXT OF STATEMENT" form (available at the HDIM
Documentation Centre). It will then be copied and distributed officially
through the Documentation Centre to conference mail boxes.
Deadline for submission: The same day as the relevant Working Session.
Length: Maximum one page per topic, in bullet point format.
Note: Please label the document as: "Written recommendations to the 2003
OSCE Implementation Meeting, Working Session [title of session]", and
indicate the authoring organization on the first page.
Other conditions: The submitted recommendations will be recorded in the
Meeting's Index of Documents.

2C. OTHER DOCUMENTS 
Content: In addition to 3A. and 3B. above, NGOs may distribute other
documents of specific relevance to one or more Human Dimension issues
during the course of the Meeting.
Circulation: The document for circulation must be submitted with
completed "REQUEST FOR DISTRIBUTION OF TEXT OF STATEMENT" form
(available at the HDIM Documentation Centre). It will then be
distributed officially through the Documentation Centre to conference
mail boxes. NGOs are kindly requested to bring multiple (minimum 50)
copies of these documents to the Meeting.
Deadline for submission: 24 hours in advance of the relevant session.
Length: 5 pages maximum.
Other conditions: Documents distributed officially will be recorded in
the Meeting's Index of Documents.

CHAPTER IV

INCREASING OPENNESS OF CSCE ACTIVITIES, PROMOTING UNDERSTANDING of the
CSCE, expanding the role of NGOs

(12) The participating States will increase the openness of the CSCE
institutions and structures and ensure wide dissemination of information
on the CSCE.

(13) To this end:

- the Chairman-in-Office assisted by the CSCE Secretariat will arrange
briefings on the political consultation process;

- the CSCE institutions will, within existing budgets, provide
information to the public and organize public briefings on their
activities;

- the Secretariat will facilitate the flow of information to and
contacts with the media, bearing in mind that CSCE policy issues remain
the responsibility of participating States.

(14) The participating States will provide opportunities for the
increased involvement of non-governmental organizations in CSCE
activities.

(15) They will, accordingly:

- apply to all CSCE meetings the guidelines previously agreed for NGO
access to certain CSCE meetings;

- make open to NGOs all plenary meetings of review conferences, ODIHR
seminars, workshops and meetings, the CSO when meeting as the Economic
Forum, and human rights implementation meetings, as well as other expert
meetings. In addition each meeting may decide to open some other
sessions to attendance by NGOs;

- instruct Directors of CSCE institutions and Executive Secretaries of
CSCE meetings to designate an "NGO liaison person" from among their
staff;

- designate, as appropriate, one member of their Foreign Ministries and
a member of their delegations to CSCE meetings to be responsible for NGO
liaison; 

- promote contacts and exchanges of views between NGOs and relevant
national authorities and governmental institutions between CSCE
meetings;

- facilitate during CSCE meetings informal discussion meetings between
representatives of participating States and of NGOs;

- encourage written presentations by NGOs to CSCE institutions and
meetings, titles of which may be kept and provided to the participating
States upon request;

- provide encouragement to NGOs organizing seminars on CSCE-related
issues;

- notify NGOs through the CSCE institutions of the dates of future CSCE
meetings, together with an indication, when possible, of the subjects to
be addressed, as well as, upon request, the activations of CSCE
mechanisms which have been made known to all participating States.

(16) The above provisions will not be applied to persons or
organizations which resort to the use of violence or publicly condone
terrorism or the use of violence.
