UDMR TO CONTINUE CO-OPERATION WITH THE RULING PARTY, SUPPORTS NEW
CONSTITUTION 
TIRGU-MURES - The Hungarian Democratic Federation of Romania (UDMR)
chairman, Marko Bela, stated on October 11, in the plenum of the session
held by the Union Representatives Board (CRU), that protocol with ruling
social-democracy party PSD was not cancelled so far mainly to oppose the
extremist. Marko Bela added that it is not the right time, during the
Constitution reshuffling, to approach the cancellation of the protocol
with PSD. "The amendments to the Constitution consolidate everything we
have built so far, and UDMR is also strengthened up. Nationalistic
Greater Romania Party (PRM) is aware that if it ever succeeds in
preventing the change of the Constitution, probably in Romania we will
never sanction the confessional education or the use of mother language
in justice as a constitutional principle", stated Marko Bela.On 18-19
October Romania hold a referendum over a new Constitution. (DIVERS)

BUDAPEST GIVES FINANCIAL SUPPORT FOR SOME 35,000 ETHNIC HUNGARIAN PUPILS 
MIERCUREA CIUC - Approximately 35,000 children part in education system
in Hungarian language will benefit this year of financial support from
the Hungarian State, in accordance with the Facility Law.
The representatives of the Magyar Pedagogues Union in Romania (UPMR),
based in Miercurea Ciuc, stated on October 14 that families with at
least two children learning in schools or kindergarten of Hungarian
language, in Romania, are granted annual support of 20,000 forint for
each child, adding also the amount of 2,390 forint, money for school
supplies. Two-children families, with only one child enrolled in
education system of Hungarian language, are given financial support
totaling 22,390 forint. UPMR representatives stated that parents who
submitted the documents for granting this money should make the proof
they are in compliance with law conditions and HungarianID. A number of
35,121 requests were approved, while over 900 applications were rejected
as they lacked the necessary documents. (DIVERS)

YIDDISH CULTURE FESTIVAL IN EASTERN ROMANIA
IASI - The second edition of the international Yiddish music and theatre
festival "Avram Goldfaden" will take place between October 23 - 30 in
Iasi (Eastern Romania). Iasi is the cradle of the first Yiddish theater
worldwide. The event is part in a wider project - Yiddish culture
festival -, which is deployed over a year (April 2003 - May 2004), with
the support of the European Commission by means of finance program
called "Culture 2000". Its goal is to promote Yiddish culture through
theater, klezmer music concerts, film and workshops organized in the
participating countries: France, Germany, Romania, Poland, Lithuania,
Republic of Moldova, Ukraine and Hungary. The "Avram Goldfaden" festival
will incorporate 18 show performances in seven countries. During the
festival (October 24-27) it is also to take place an international
seminar about Yiddish culture organized in cooperation with New Europe

COUNCIL OF EUROPE REFUSES TO MEDIATE BETWEEN ROMANIA, MOLDOVA
CHISINAU - Vladimir Filipov, who is the Council of Europe
secretary-general's special representative to Chisinau, said after his
14 October meeting with Moldovan Prime Minister Vasile Tarlev that the
council can facilitate Romania and Moldova's political dialogue, but
only if both countries choose to cooperate, RFE/RL reported. He added
that the council couldn�t assume the role of mediator between the two
countries. Chisinau recently complained before the council about
"problems in bilateral relations". Romanian Foreign Minister Mircea
Geoana said at a press conference in Bucharest that relations with
Moldova remain a priority for Bucharest, regardless of periodical
tensions. He added that Romania's "fundamental interest" is to see an
independent Moldova join the family of European countries.
