SLOVAKIA: Cabinet Presents Roma Strategy
On 2 April, the Slovak Cabinet discussed pin pointed the issue of
integration of Roma into Slovak society and the ensuring equal
opportunities for the minority as a priority for this year. There are
approximately 500,000 Roma living in the Slovak Republic at present. The
cabinet is expected to approve funding for concrete Roma projects later
in the month. For this year the cabinet has freed Sk50 million (1.2
million euro) from the state budget for Roma projects. Notwithstanding
focused cabinet efforts to aid the Roma, since 1999 in particular, the
lives of the minority have "not improved by one centimetre", said
Ladislav Fizik, head of an umbrella organisation for Roma politicians
called the Roma Parliament (The Slovak Spectator).

SLOVAKIA: Slovak Government approved priorities for 2003 Romany
integration
The Slovak cabinet on 23 April approved priorities for 2003 aimed at
improving the integration of Roma, in line with its strategy for
integration through 2010, CTK reported. The document stipulates that
both education and infrastructure improvement among Romany settlements
are to be considered priorities this year. Deputy Premier Pal Csaky said
after a cabinet session that more than 500 million crowns ($13.3
million) was allocated for this purpose in 2003 including funds from the
EU.

RUSSIA, UKRAINE AND MOLDOVA

On 4 April, the Moldovan Parliament approved a protocol that provides
for the elaboration of the constitution of a federative Moldova. The
protocol has received prior approval of the representatives of the
Moldovan Government, the Transdniester authorities, the OSCE, Russia,
and Ukraine. A joint commission of the Moldovan parliament and the
Tiraspol Supreme Soviet is to draft a new constitution that is to be
approved by both Moldovan and Transdniester citizens by 1 February 2004.
The protocol does, however, have its critics, such as, Opposition
Popular Party Christian Democratic Party (PPCD) Chairman Iurie Rosca,
who has threatened to organize large-scale protests.(RFE/RL)
