Human Rights Education Training Workshop:
"CAUCASUS YOUTH AGAINST RACISM AND RELATED INTOLERANCE"

June 26 - 30, 2003
Baku City, Azerbaijan Republic

International Caucasus Foundation on Minority Issues will conduct a
four-day Conference for youth activists from Caucasus.

The ICFMI`s mission is to contribute to the construction of democracy in 
Caucasus by improving the region׀�s interethnic climate and promoting 
principles of interethnic peace and justice based on institutional
solutions acceptable both to majority and minorities.

The objectives of the National Workshop are:
- To exchange and disseminate information on good practices to combat
racism, racial discrimination, xenophobia and related intolerance;
- To coordinate advocacy efforts at a national, regional and
international levels to implement the International Youth Declaration
and Plan of Action;
- To monitor the implementation of commitments made by States in Durban
(in particular those relating to youth) and
- To promote human rights as a tool for combating racism

We will use the participatory training technique where both trainers and 
participants actively engage in the development of the training.  The 
national training workshop will include training methodology and
capacity building components such as lessons and materials.

Participants are from all regions of Azerbaijan and three Caucasus
countries selected based on an understanding that their responsibilities
will continue after the completion of the training workshop.  27 youth
representative representing 4 countries in the Caucasus region will
participate.  Upon returning to their respective country, participants
will conduct a national human rights education-training workshop. The
young leaders attending the national training workshop would then train
other young leaders in their communities and grass root youth groups.

Regional Plan of Action

During the national training workshop, participants will acknowledge
with a Regional Plan of Action to be implemented in the Caucasus region
in a timeframe of one-year.  The POA will be formulated through a
moderated discussion list on the interim website on community zero to
get all members and interested youth organizations and individuals an
opportunity to give their inputs and feedback.

In accordance with the outcomes of the feedback from youth members and
individuals in the Asia region, the interim steering committee will then
use this at the national human rights workshop and adopt the national
Plan of Action.  The human rights education, train the trainers project
being one of them.
