Programme Officer (Central and Eastern Europe) MRG Budapest Office

The purpose of this position is to help MRG achieve its aims and
objectives through providing
effective support to the Programme Manager in MRG's Budapest Office.

The successful candidate will be educated to degree level with a good
knowledge of human rights, and issues relating to the protection of
minority rights. The positionholder will be based in Budapest, with some
opportunities for travel. We are looking for a well-organized and
confident individual, preferably with good working knowledge of
Hungarian.

JOB DESCRIPTION

Title: Programme Officer, Central and Eastern Europe (Budapest based)

Reports to: Programme Manager, Budapest office

	 

A: Purpose of the job

The purpose of the job is to help MRG achieve its aims by providing
effective support to the Programme Manager in the Budapest office on
programmes in Central and Eastern Europe, especially in Southeast
Europe.

B: Main duties and responsibilities

1. Programme activity: Southeast Europe Programme and Council of Europe
Framework Convention on National Minorities (FCNM) Programme

* Organises the logistics of regional programme meetings including
travel and accommodation arrangements, visas and insurance for
colleagues, partners and visitors. 
* Assists with recruitment of participants for meetings, preparation of
background materials, and follow-up work for programme activities. 
* Attends and helps facilitate regional programme meetings and training
seminars. 
* Provides organizational and logistical support to Promoting the FCNM
Locally project: including arranging meetings and liasing with MRG staff
and programme partners. 

* Assists in preparing workshop reports, fundraising applications, and
donor reports, including budgets and expenditure reports.

2. Reports, publications, mailings and translations

* Assists ECA Programme Coordinator and London-based Programme Assistant
to work with partners on translations of MRG reports. 
* Liases with partners and expert readers in connection with publication
projects as requested. 
* Assists with MRG reports, workshop reports and other publications as
required, including research, commissioning authors, drafting workshop
reports, etc

3. Programme planning

* Assists Programme Manager in planning the programme of work. This may
include some regional travel, as agreed in advance with the Programme
Manager.

4. Information management 

* Works with Programme Manager to update partners on activities within
Southeast Europe programme, MRG, and advocacy opportunities. 
* Responds to e-mail and telephone enquiries. 
* Undertakes web and database searches and other research as requested
by colleagues and keeps records of Internet sites and sources. 
* Develops a resource containing information on fundraising. 

5. Financial, administrative and personnel support 

* Financial record-keeping and processing payments as required,
including making transfers and reimbursements to partners.


6. Networking and Liaison
* Networks with international, regional, and local NGOs, academics, IGOs
and other organisations working on minority issues in the region. 
* Liases with Roma Programme Officer and develops opportunities for
links between the two programmes. 
* Provides consultancy to partners as necessary.

7. Other

* Responsible for maintaining confidentiality regarding the work of MRG,
programme partners, and other contacts. 
* Respects and works towards full implementation of MRG's Gender and
Equal Opportunities Policies in all the work involved in this post. 

8. Degree of supervision

* The post-holder will report to the Programme Manager and be expected
to work within the workplans of the Programmes Department and of MRG.

A. Education and Knowledge

Essential

* Educated to degree level 
* Good knowledge of the region including recent economic, political and
social developments gained through work experience, travel in the region
or study 
* Knowledge of basic human rights law and international mechanisms

Desirable

* Qualification in international law, international relations,
development or other relevant subject 
* Detailed knowledge of minority rights issues in the region and of
related networks 
* Knowledge of international and regional instruments relevant to
minority rights

	 

B. Experience

Essential

* One year's work experience in the field of development and/or human
rights 
* One year's work experience in the voluntary or NGO sector 
* One year's experience providing administrative support 
* Fundraising experience including maintaining relationships with and
reporting to donors 
* Experience of facilitating meetings and organizing workshops 

Desirable

* Experience of working on minority or related issues 
* Publications experience 
* Experience of advocacy and lobbying 
* Experience of training and organisation of workshops 
* Experience of living and working in several areas of the region

	 

C. Abilities and Skills

Essential

* Good communication skills, including good written and spoken English 
* Decision-making skills 
* Excellent organisational/administrative skills 
* Ability to stay calm under pressure and to assess and absorb
information quickly 
* Knowledge of Word for Windows, Excel and e-mail packages, and
fast/accurate typing 
* Ability to use the Internet as a research tool

* Ability to liaise with members of minority communities and
international organisations 
* Confidentiality 
* Confidence public-speaking and facilitation skills 

Knowledge of Hungarian is strongly preferred. Knowledge of other
Southeast European languages would also be an advantage.
