The Journal on Ethnopolitics and Minority Issues in Europe (JEMIE) is
an electronic journal produced under the auspices of the European
Centre for Minority Issues (ECMI). It is devoted to the analysis of
current developments in ethnopolitics and minority issues, and aims to
stimulate debate between practitioners and academics in these fields.
As an electronic journal it aims to make scholarly debate available to
as wide an audience as possible and provide a forum where young
scholars and practitioners can present their ideas alongside more
established actors.

Each quarter, a Special Focus section highlights a topic of particular
interest to students of minority issues and ethnopolitics. Our next
issue in summer 2002 will include a section under the working title:
Mediating a  Settlement in Cyprus: The EU and Prospects for
Greek-Turkish Reconciliation. The recent renewal of talks between the
Greek and Turkish governments has opened up a unique window of
opportunity to resolve the enduring communal divisions in Cyprus. This
Special Focus will seek to provide a timely examination of the EU�s
attempts to mediate a settlement to the long-lasting division of
Cyprus and of the prospects for peace. The contributors are invited to
discuss the motives of the parties and/or external actors to negotiate
a settlement, the relationship between the current negotiations and
previous attempts to ensure peace in Cyprus, and the difficulties that
may be encountered in implementing a deal. Submissions should be up to
date, highly 
informed and accessible.

Possible further areas for discussion may include:
- Discussion of the institutional and international law arguments
surrounding an agreement,
- Analysis of the popular reception an agreement may be accorded in
the kin states;
- An examination of the evolving European capabilities for managing 
ethnocultural conflict.

On the back of this, further essays and commentary will be solicited
and encouraged from younger academics and practitioners who may wish
to contribute to the debate.

Manuscripts of between 5000 and 7000 words and commentary pieces no
longer than 3000 words may be submitted via email to Graham Holliday
(Special Focus Editor) at the address below. Both commentaries and
articles should be prepared in accordance with the ECMI Style Guide,
which can be found at: http://www.ecmi.de/jemie/styleguide.html. Final
decisions on publication are reserved for our Editorial Board. 

A provisional deadline for receipt of publications is set for 26 June
2002, though there is some flexibility to this given the nature of the
