Dear Colleague,

The Ethnic Conflict, Multicultural Policy, and Local Governance Project
of the Local Government and Public Reform Initiative (LGI) is happy to
announce its Case Study Writing Grant.

The aim of the Project is to encourage local experts to develop and
implement specific responses to the needs of socially and culturally
diverse local communities and to accelerate exchange between local
experts on innovations and  good practices related to local governance
in multiethnic environment. The Project covers the 27 countries of the
Central and Eastern European region. Case Studies will provide the basis
of the development of a Good Practice Database as well the basis of
further analytical researches.

Enclosed, please find the Request for Proposals of Case Study Writing
that consists of the conditions of application. We hope that you will
take a note of it and will contribute to it. Please, make the Case Study
Writing Grant as widely known as possible among interested parties in
your country.

LGI Ethnic Conflicts, Multicultural Politics and Local Governance
Project Request for Proposal of Case Study Writing

The Project
In the fall of 1996, LGI initiated the Ethnic Conflicts, Multicultural
Poltics and Local Governance Project to identify and distribute
knowledge on innovative local policy-making practices in the fields of
ethnic conflict and multicultural politics. Specifically, the Project
will uncover best practices, analyse the role of local governments in
developing these practices, and then compare and transfer the lessons
learned to other community leaders, local and regional governments, NGOs
and educational institutions in the region. In the framework of the
Project, the LGI will publicize case studies on good practices related
to local governance in multicultural environment. The LGI therefore
announce a Request For Proposal of Case Study Writing.

Purpose
The purpose of the case study writing is to collect and disseminate
detailed description of already tested and transferable good practices
in order to promote the implementation of peaceful solutions for
problems of local governance in multi-ethnic environment. Case studies
will also serve as the basis of analytical studies, further research and
the publication of policy papers and recommendations.

Grant
The LGI will award a 600 USD  grant for 8.000 words quality papers,
meeting the requirements on good practices.

Eligibility
Case Study Writing Grants are open to all individuals, group of
individuals or organisations that prove profound expertise in local
governance of the concerned state and who prove a good understanding of
the background of the particular situation. Preference will be given to
authors from the region and to whose proposals are accepted by the LGI.

Criteria Used in Evaluating the Proposals
In selecting proposals for Case Study Writing Grant, the LGI takes
into consideration a number of factors, including:

a)  whether the case raises an issue of general public importance with
respect to local governance in multicultural environment. Priority will
be given to the following issues:
   - Strategies of management of inter-ethnic relations
   - Participation and representation of minorities in local governance 
   - Preservation of culture and identity
   - Use of mother tongue
   - Settling community violence
   - Socio-economic empowering of minorities that would incorporate
local
policies concerning welfare, health, poverty, and housing.
   - Implementation of standards and guarantees of rights 
   - Discrimination and equal opportunities
   - Financing minority initiatives and organisations at the local
level    - Representation of minorities in the public discourse and the
media 
   - Refugees 
   - Position of Non-citizens

b) the quality of presentation and interpretation of the case

c) the potential for publicity about the case to serve a wider
educational purpose

Formal Requirements of the Proposal
The Proposal must be in English or in Russian and must include: 

1) a cover page:
   -  the title of the good practice
   - name(s) and address of the author(s) (including street, P.O.Box,
city/town, postal code, country, telephone, fax, e-mail)
   -  type of organisation
   -  a statement on the originality of the paper - copyright claims (if
any)
   -  signature of the applicant
   -  date

2) a proposal of case study in 1500 words or less that consists of
   -  a short summary of the central problem of the case 
   -  the description of the key facts of the case
   -  a short summary of the resolution (good practice) applied to
address the situation.

3) the Curriculum Vitae and selected bibliography of the author in 3
pages or less

Applications that will not meet the formal requirements will be sent
back for completion without further consideration.

Procedure

Step 1. Submission of Proposals:
Submissions will be received via mail (paper or computer diskette
version), via fax or via e-mail 

Step 2. Review and selection:
Each incoming application will be registered by the LGI upon reception.
The LGI will assign the submission a unique serial number that will be
used for further reference. Submissions will be reviewed by the LGI as
of the closest deadline. The LGI may contact the submitters to verify or
request further information and will recommend for the Case Study
Writing Grant. The LGI will check each submission whether it meets the
formal criteria and quality.

Step 3. Feedback
All submitters will be notified by the LGI of their status one month
after the respective deadlines. All submissions that meet the formal
requirements will be included to the Good Practices database with
reference to the contact person.

Step 4. Case Study Writing
Authors of accepted submissions will receive the Case Study Writing
Grant. Recipients of the Grant are required to submit within 60 days
from the reception of the Grant an 8.000 words detailed case study in
English or in Russian on a computer diskette and a hard copy. Selected
authors will be asked to follow the LGI's guidelines of format and style
for case studies.

Step 5. Publication
Case Studies of outstanding quality will be considered for publication
by the LGI. The copyrights of the case study remains at the author. Case
studies will be available for the translation and publication of case
studies in national languages of the region.

Timetable for 1997-98
Applications will be considered in a three month cycle, starting from
November 1997. For the years 1997 and 1998, deadlines for submission of
application are as follows:

To ensure a fair evaluation of submission of proposals in due time,
official deadlines will be strictly observed. Any application received
after the deadlines will be considered in the consecutive cycle.
