HR NGOs in Belarus

We've read the information distributed by Iawgeny Novikov, chairman of
one of the Belarus Republican Leagues for Human Rights, with great
interest. In his letter he criticizes the information given by the
Belarusian information agency BelaPAN concerning visit to Belarus of
Oleg Mironov, the ombudsman of the Russian Federation.

We'd to like to emphasize that during his visit to Belarus Mr. Mironow
didn't meet with any real Belarusian human rights organizations. The
statement of Mr. Novikov that the Belarusian human rights activists
refused to meet with the Russian ombudsman is a great and evident lie.

Criticism of Mr. Novikov towards the Belarusian NGOs is groundless. On
the contrary, we can state that position of this "defender of human
rights" is not free and independent. In his speeches on human rights
in Belarus Novikov always stands for Lukashenko's regime. He winks at
facts of gross violations of human rights in Belarus. All the reasons
mentioned above made us say that he is the very person that deals with
"speculations and manipulations".

The real Belarusian human rights organizations lead hard and strain
struggle against mass violations of human rights in Belarus. The
Belarusian human rights activists are got into prisons where they
suffer from moral and physical distress while Mr. Novikov disinforms
the world's publicity.

>From the moderator: We decided we should circulate the statement above
for Mr Novikov's view was publicized in MINELRES (see
http://racoon.riga.lv/minelres/archive//11261999-10:59:51-16052.html).
In the meantime, we are not in a position to continue discussion
between two Belarusian HR NGOs on our list. It is not our task to
judge who is right and who is wrong, of course. Everybody interested
to learn more about this conflict is advised to address the interested
parties directly.
