In the CoE report I mentioned before on this website: 

European Commission against Racism and Intolerance (ECRI)
"Legal measures to combat racism and intolerance in the member States of
the Council of Europe" prepared by the Swiss Institute of Comparative
Law, Lausanne, 1996
 
there are approx. 20 pages on Germany, including: constitutional law,
criminal law, civil and administrative law and case law related to
discrimination.

You probably can find the report in CoE center in Prague or ask the
Council of Europe (ECRI) in Strasbourg to send you the report.
 
If you do not manage, let me know, I'll send you the pages re:
Germany...
