The surveys in question are most closely associated with Richard Rose
and the Centre for the Study of Public Policy
(http://www.cspp.strath.ac.uk/) at the University of Strathclyde;
there are other scholars and institutes associated with the surveys,
but I'm not personally familiar with the details.  The CSPP's web page
has information on ordering summaries of the survey results and works
based on the data, but getting access to the raw data is somewhat
trickier (approaching the CSPP directly probably isn't the best route
in many cases - but again, my information about it is limited).
