ECMI Report #5 "Insular Regions and European Integration: Corsica and
the Aland Islands Compared"
 
The European Centre for Minority Issues (ECMI) in Flensburg, Germany,
is pleased to announce the publication of ECMI Report #5 "Insular
Regions and European Integration: Corsica and the Åland Islands
Compared" by John Loughlin (Professor of European Politics, Cardiff
University of Wales) and Farimah Daftary (ECMI Research Associate).
 
This report reflects the discussions during the International Seminar
"Insular Regions and European Integration: Corsica and the Aland
Islands Compared" organised by ECMI in cooperation with the Aland
Islands Peace Institute in Mariehamn (25 to 30 August 1998, Helsinki
and Mariehamn, Aland Island, Finland). The aim of this seminar was to
discuss common challenges faced by insular regions and to explore the
impact on insular regions of European integration and recent European
developments. Two very different approaches at conflict regulation by
two insular regions were compared: whereas the Collectivité
Territoriale de Corse represents an advanced degree of
decentralisation within the framework of the French nation-state, the
"Aland Model" is an example of a high degree of autonomy developed by
the Aland Islands and the Finnish government between 1920 and 1992 for
the Swedish-speaking Alanders. Presentations by Alanders and Corsicans
as well as keynote speeches were organised according to four themes:
(1) the model of regional economic development appropriate for an
island region; (2) the European dimension: island representation and
inter-regional cooperation; (3) language, culture and identity; and
(4) political culture and political institutions.
 
The report also contains an appendix with an overview of the main
political groups in Corsica, the results of the 1998 and 1999 regional
elections as well as an up-to-date genealogy of Corsican nationalist
movements. It also includes important excerpts from the 1991 Aland
Autonomy Act and an explanation on the status of Åland within the EU.
