Economic situation of Roms/Gypsies and Travellers in Europe: Committee
of Ministers Recommendation

Strasbourg, 28.11.2001 - The Council of Europe Committee of Ministers
has just adopted a Recommendation to the member states on improving
the economic and employment situation of Roms/Gypsies and Travellers
in Europe.

The Recommendation invites the governments of the Council's member
states to take steps to improve the economic situation of Roms/Gypsies
and Travellers, stressing that discrimination against Roms/Gypsies,
coupled with social exclusion and shortcomings in the areas of
training, education and information, makes it particularly difficult
for them to access the labour market.  This difficult economic
situation has very damaging knock-on effects on areas such as housing,
education or health.  The Recommendation emphasises the need to
introduce legislation and instruments to combat racial discrimination
in access to employment and in the workplace.

The aim of the Recommendation is to encourage governments to pursue
positive action policies to give Roms/Gypsies and Travellers equal
opportunities in the labour market.

The Recommendation also urges the member states to foster projects
generating income and small and medium-sized businesses run by
Roms/Gypsies and to pass on best practice in that area.

Efforts to inform Rom/Gypsy communities and involve them in devising,
implementing and assessing programmes geared to their needs are
highlighted as a key factor in improving their economic situation.
