Post-Durban: Information Note 4 & 5 - Meetings December


Friends:

We have had to make a  change in the schedule of meetings for December
to avoid conflict with other planned NGO meetings. Please note the new
schedule.

The meeting in Geneva for NGOs to be updated on developments since
Durban and to share information on what the have been doing - or plan
to do - will take place on 6 December (not 5 December, as originally
scheduled). This is to avoid an overlap with a 5 December NGO meeting
on the 4th Geneva Convention and the Palestinian Occupied Territories,
paralleling the meeting of States Parties to that Convention.

6 December, 1:00-3:00 in Conference Room, 1st Floor, Palais Wilson

The meeting for 10 December in Palais des Nations remains as
originally announced. The Programme for the activities of that day
will shortly be disseminated.

Post Durban - Information Note No. 5

Friends:

I append the draft Programme of the 10 December meeting that will take
place in Palais Wilson to commemorate Human Rights Day. If you intend
to come and do not have a badge which permits you entry to Palais
Wilson, send me your name so that instructions can be left with
security to issue you a pass.

As well, because many people have been asking why there is still no
final copy of the Declaration and Programme of Action of the World
Conference on the website of the Office of the High Commissioner for
Human Rights, I append the following paragraph from the Statement
which the High Commissioner made to the Third Committee of the General
Assembly in New York on 6 November 2001. Since that time, the
situation has not changed.

"You are all aware of the problem with the documentation of the World
Conference Against Racism, Racial Discrimination, Xenophobia, and
Related Intolerance. The report of the World Conference and therefore
the debate on this agenda item has been delayed due to a lack of
agreement amongst States on the placement of three paragraphs. This
disagreement does not relate to their substance, only where they
should be placed. But until this matter is settled, we are severely
limited in our ability to promote the anti-discrimination agenda. No
doubt, eventually, some agreement will be reached. But this delay is
putting at risk the momentum of the anti-discrimination agenda.
Equally, resolving this disagreement by vote on what was a consensus
document would deal it a serious blow. I believe it is well within the
wit and wisdom of those present in this room to resolve this issue
quickly. It will require genuine leadership, but it can be done. It
must be done.."
