Dear Ms. Schnell,

This is an interesting subject which will gain in importance with the
enlargement of the EU.

Aside from the evolving jurisprudence of the ECJ and ECtHR, you may
wish to contact the European Bureau for Lesser Used Languages
(www.eblul.org) located in Brussels which is most concerned with the
matter you are researching.  The EBLUL has its own modest but
specialised library and a network of groups and experts who could help
you.  In addition, you may wish to get a copy of a recent book
entitled Minority Rights in Europe; European Minorities and Languages
(S. Trifunovska, ed., T.M.C. Asser Press, 2001; distributed through
Kluwer Law Publishers in The Hague) in which contains a lot of
information including a survey of State practice and one article
specifically on your subject.
