New book on minorities in Central/Eastern Europe 

I would like to congratulate Dr Andre Liebich with the publication of his
new book, as well as to thank for forwarding a copy to the MINELRES library.
The book is in French. Since my French is, unfortunately, more than limited,
 just  brief info (sorry for lack of the diacritical sighs - many
subscribers in Eastern Europe would receive only corrupted symbols instead).
