2. New ECMI Director
----------------------------------------------
ECMI is delighted to welcome the new ECMI Director Marc Weller. His
main research interests lie in the area of international peace and
security, especially the management of inter-ethnic tension and
conflict by outside actors. His publications reflect this interest,
featuring edited books on the Gulf Crisis, the struggle for democracy
in Burma, the dissolution of Yugoslavia and the Kosovo crisis. His
writings also cover the United Nations and peace-support operations in
complex political circumstances.

The ECMI Journal on Ethnopolitics and Minority Issues in Europe
(JEMIE) seeks to make available innovative scholarship, case studies,
reports and materials concerning majority-minority relations in
Europe. The Journal emphasizes research on ethnopolitical tensions and
new approaches to the management of conflict that may result.

Summary:
 
As several recent developments have underscored, there is an urgent
need for an improved theoretical framework about how to accomodate in
the most appropriate way the population diversity within plural
states. The right to identity of minorities and the right to real,
substantive equality are both used to assess the existing standards
and jurisprudence and also to argue for additional rights of (members
of) minorities and/or a more beneficial interpretation of existing
rights.

7. Cooperation
-------------------------------------------------------------------
 
The Consortium of Minority Resources (COMIR) is an Internet-based
cooperative project that aims at promoting the free flow of
information and dialogue in the field of ethnic relations,
multicultural politics and minority rights. COMIR has now received
initial seed funding for projects. However, COMIR is continuing to
make applications to various funding sources. Projects now underway
include a Database of Minority related National Legislation in
post-communist states of Central and Eastern Europe, the Minority
Research Guide, a user-friendly database comprising the minority
resources available on the COMIR member web sites, a substantive
analysis of the travaux preparatoire of the Council of Europe
Framework Convention for the Protection of National Minorities, and a
program on Advocacy and Rights Training of Minority Activists for
representatives of minority communities from six countries of the
Southern Balkans.
